The College of Veterinary Medicine (CVM) HR team is recruiting for an HR partner to provide support to the College through the coordination and administration of a variety of HR activities related to recruitment, on-boarding, payroll and HRMS activities. This position has shared responsibility for ensuring continuous improvement of HR operations and promoting best practices. The role builds strong relationships with supervisors and employees across the college. This position is based out of the UMN St. Paul Campus and a hybrid work environment is anticipated which may include flexibility in schedule and/or work location dependent upon individual performance and organizational need. Because the University of Minnesota is a land-grant institution that serves the state, residing in Minnesota is typically required.
Responsibilities:
Talent Planning, Recruitment and Onboarding (40%)
Leads the temp/casual and student hiring process for the college to include: job postings, recruitment, student salary plan analysis and recommendation, offer letters and on-boarding
Assists managers to incorporate diversity, equity and inclusion goals, past applicant source data, and recruitment strategies
Create and submit requisitions in the employment system as well as background checks through the external vendor. Advise, train and troubleshoot on system access and processes for hiring managers and teams. Monitor and update applicant status for positions that fall within this role’s responsibilities.
Post positions on sites outside of main employment website to support recruitment efforts
Facilitate applicant communications, draft and review offer letters for internal policy compliance
Develop and conduct New Employee Orientation (NEO)
Assist with onboarding to include background checking, developing appointment letters, assuring that incoming employees complete required forms and procedures, I-9 verification, benefits orientations, training information, and developing and maintaining onboarding materials for accuracy and relevance
HRMS, Payroll Management and Compliance (40%)
Manages the payroll function including time and attendance to ensure payroll is accurate and establishes processes and procedures for College of Veterinary Medicine;
Is collegiate liaison for payroll interfaces (ie Kronos) and partners with UServices for system upgrades, reports, support, training materials, and communication planning
Maintains data integrity in HRMS by conducting routine audits and analyzing data; ensures changes are incorporated so systems are compliant with policies and contracts
Researches and recommends process improvements to better utilize HRMS and to implement best practices
Performs review of accurate time and absence reporting and payroll verification, to ensure internal controls are followed and audit requirements are met, including pre-payroll reporting
Responsible for finding potential discrepancies and resolve discrepancies or errors appropriately through analysis of problem and coordination with employee and supervisors
Maintain appropriate payroll records
HR Operations, Training, and Projects (20%)
Gathers data, conducts analysis, and assists in creating/implementing process improvement
Creates HR communications, training materials, defined HR cyclical processes (i.e. annual performance reviews)
Responsible for student work study review
Monitor monthly future date tasks for compliance and with appropriate follow up (ie Foreign nationals expiring report)
Provide payroll time/absence training to new hires
Provide training and support to hiring authorities and administrators regarding the online employment system, creating/develop processes and procedures that streamline communications and relaying of information
Oversee appointment expirations of temporary and student staff and work with supervisors on reappointment or replacement process as appropriate.
Provide first level of interpretation of policies and procedures and collaborate with HR team and/or supervisors on the resolution of more complex issues
Serve as a backup contact for HR team members and provides cross-coverage as needed
May develop and implement HR related projects, process improvement efforts, and initiatives with college wide impact
Accountable for Perceptive Content and record retention policy and process for the college
All required qualifications must be documented on application materials
Required Qualifications:
- Bachelor’s degree OR four years related experience; or a combination of related education and professional HR work experience to equal four (4) years--coursework in a related field may substitute for some of the years of experience
- Previous professional work experience with HR/Payroll systems
- Experience with staffing and recruitment
- Demonstrated skill sets pertaining to time management and attention to accuracy/details
- Proficient skill set with Microsoft Office Suite (Excel, Word, PowerPoint, etc.) and Google Suite
- Demonstrated advocacy in diversity, equity and inclusion
- Demonstrated commitment to customer service
- Demonstrated professional communication (written and verbal)
Preferred Qualifications:
- Advanced skill set with Google and Microsoft Office Suite (i.e. documents, data manipulation, pivot tables, queries, etc.)
- At least one year experience using HRMS/Payroll systems, such as PeopleSoft, Kronos
- Experience with University HR policies and procedures
