Position Summary
Responsibilities include, but are not limited to, providing administrative management and oversight of day-to-day departmental activities, as well as organizational development and strategic planning, of all human resource initiatives and academic affairs functions for all Faculty, physicians and staff within the Department of approximately 400 employees
Responsibilities
With substantial latitude for exercising independent judgment, the Director will supervise staff and direct departmental operations in the following areas:
Human Resources and Academic Affairs:
- Serve as Department???s principal resource on matters related to Human Resources and Academic Affairs. Review HR and faculty affairs matters escalated by HR personnel, and determine independently how to resolve issues or whether to escalate to Department Administrator.
- Advise Faculty and senior management in all human resources areas including employee relations, employment and labor law, compensation, staffing and employment, training and development, performance coaching and management and organizational development.
- Managerial and administrative responsibility for the collaborative implementation of best human resources practices and policies.
- Develop human resources strategy, policy and program design. In consultation with (as required) respective members of employment organization (e.g., CUIMC, Service Corporation, etc.), provide interpretation and communication of said policies and procedures.
- Responsible for all recruitment, compensation, education, HRIS, records administration, training, employee/labor relations, benefits administration, and workers??? compensation within the Human Resources Department.
- Creates and establishes a culture of coaching and mentoring to facilitate continuous professional development. Coaches management team to identify and mitigate any roadblocks to performance, evaluate effectiveness of development. Responsible for employee training/ training mandates and compliance.
- Responsible for coordinating all benefits administration with HR downtown including, but not limited to, Leaves of Absence and Workers Compensation follow up & reporting.
- Responsible for unemployment follow up and reporting
- Work with central HR on compensation analysis and address concerns of disparity or non-competitiveness.
- Direct and/or provide counsel with respect to employee and labor relations, progressive discipline, and policy and procedure interpretation and communication, in consultation with (as required) respective members of employment organizations and or collective bargaining agreements
- Oversee the department's preparation, processing and submission of payroll (SSA staff, DPO, Service Corp). Act as a liaison for internal and external constituents.
- Responsible for immigration related needs of faculty, doctors and staff. Assisting with sponsorship for the F-1, J-1, H-1, 0-1 and TN-1 visas and prepare visa documentation for accompanying family members.
- Oversee and/or manage the finances pertaining to human resources across all sources for budget monitoring. Prepare budget, track spending and monitor quarterly for variances.
- Research, create and submit advertisements for recruitment of faculty and officer positions. Ensure vacant positions are posted and filled, and other routine HR events are managed in accordance with institutional policy.
- Ensure timely and accurate performance of all personnel-related transactions.
- Advise employees on concerns related to HR/appointment concerns, including potentially complex, sensitive, and/or confidential matters.
Faculty Affairs:
- Responsible for the administrative management of the academic appointment and promotion process which includes but is not limited to fellowship programs, postgraduate programs, academic appointments and promotions, the Committee on Appointments and Promotions (COAP).
- Prepares materials for COAP (e.g. Compiles requests, follows up with chiefs for nomination letters, follows up with candidates as needed, follows up on funding approvals, etc.)
- Directs all aspects of Faculty appointments, reappointments, and promotions, as well as manage the tenure review process, onboarding, and credentialing of new Faculty.
- Works with managers across the Department to ensure faculty onboarding across different sites is well managed and processed
- Ensures smooth communication between departmental personnel and key central resources, including Faculty Affairs, the Committee on Appointments and Promotions (COAP) Payroll, Central HR, and International Affairs offices.
Education Programs:
- Supervises the Department???s education program, which includes the direct administration of all educational programs and their support staff, including the Orthopedic Surgery medical student rotation and elective program, residency program, fellowship programs, and postgraduate programs.
- Ensures compliance with relevant ACGME, NYP, and University policies, as well as successful and accurate completion of all aspects of accreditation process.
- Works closely with Faculty directors of each program to ensure success.
Strategy
- Lead organizational initiatives that ensure the department???s mission and values are understood, embodied, and celebrated in the workplace.
- Develop and implement strategies that creates and maintains a positive and collaborative relationship with employees, providers and faculty.
- Collaborates with senior leadership to create and implement communication and change management strategies that support overall department goals and process improvement initiatives. Maximize employee adoption and measure effectiveness. Ensure communication of changes is cascaded throughout unit and feedback channels are in place. Ensures staff support system is in place. Works with senior leadership to address any escalated concerns and identified risks as needed. Provides coaching, guidance, and support for implementation as needed.
- Participates and supports department projects and related deliverables including but not limited to: creating long- and short-term plans, creating people strategies as needed, setting targets for milestones and adhering to deadlines, delegating tasks, ensuring continuous alignment with organizational goals, and communicating with senior leadership on progress and deliverables.
People
- Manages a team of 6 ??? 8 staff members supporting functions within scope of HR and academic affairs.
- Directly oversees the Department???s Education Program Manager, Academic Coordinators, and the visitor program.
Compliance
- Collaborates with leadership for the implementation of and compliance with policies, procedures, programs, protocols, and systems to provide an efficient and accurate patient encounter which improves the medical office???s effectiveness and the quality of patient outcomes. Ensures compliance with all regulatory agencies, departmental and organization policies and procedures for all staff.
- Keeps current on all organizational, regulatory compliance and patient privacy trainings policies (e.g. infection control, public safety, EH&S, HIPAA, OSHA, etc.) and successfully complete all required trainings.
- Maintain a safe and secure work environment by following all OSHA, EH&S and public safety policies and guidelines.
Minimum Qualifications
- Bachelor's Degree or combination of education and experience.
- Minimum of 5 years related experience in human resources.
- Demonstrated advanced skills in problem assessment, project management, analytical skills, and resolution and collaborative problem solving in complex, interdisciplinary settings.
- Ability to balance the needs of the organization and employees.
- Experience managing confidential personnel and complex policy and operational issues.
- Ability to work collaboratively and promote team building with a culturally diverse staff and patient/family population.
- Strong leadership, organizational and customer service skills, demonstrating tact and sensitivity in stressful situations. Ability to lead and mentor team through new and changing situations.
- Ability and willingness to learn new systems and programs.
- Advanced level proficiency of Microsoft Office (Word & Excel) or similar software is required and an ability and willingness to learn new systems and programs.
- Ability to work independently and follow-through and handle multiple tasks simultaneously.
- Ability to communicate effectively in both oral and written form. This position requires the ability to interact positively, constructively and effectively with providers, faculty, and professional staff.
- Must be able to create and deliver high level communication presentations for senior leadership and other organizational stakeholders.
- Ability to effectively train and develop professional staff and management.
Preferred Qualifications
- Master???s Degree is preferred.
- Prior experience in healthcare.
- Prior experience in HR leadership, advisor, or consulting.
- Proficiency in relevant software, such as PeopleSoft, ACGME WebADS, Freida, ERAS, MedHub, and MSOW.
- SHRM-SCP certified
