The HR Compliance systemwide unit works with UC locations to ensure compliance with appropriate employment laws, regulations and HR policies. Policies monitored include staff personnel policies, Collective Bargaining Agreements, the Group Insurance Regulations for the health and welfare benefit plans, and, in coordination with the Retirement Administration Service Center, the University of California Retirement Plan Regulations. To ensure effective compliance efforts, HR Compliance works closely with the Office of General Counsel and with the Chief Human Resource Officers (CHRO). The majority of the staff in the HR Compliance unit are Certified Compliance and Ethics Professionals (CCEP's).
Supports HR Compliance, Reporting & Analytics by undertaking multiple complex systemwide compliance projects (including monitoring, education, policy development projects) in collaboration with other HR professionals. Key projects may include management of the Rehired Retiree policy compliance program, Contracting Out at Newly Developed Facilities, vendor management and administration of the Family Member Eligibility Verification program, and extensive data analysis to support these and other compliance efforts. Works regularly with complex systemwide databases, including the Corporate Personnel System, Title Code System and UCPath.
Regularly works on compliance issues where analysis of situations and data requires an in-depth evaluation of variable factors. Exercises judgment in selecting methods and techniques for obtaining results. Deals with programs and proposals which affect systemwide Human Resources. Develops and oversees the implementation of new programs and processes.
Researches, gathers, analyzes and summarizes information from locations throughout the University system for complex compliance projects and compliance reporting. Obtains information on current practices by directly reaching otu to subject matter experts at the locations.
Provides compliance analyses, both data driven, and operational, for complex personnel and benefits policy issues, working directly with all levels of managers. Provides expertise in areas such as Rehired Retirees, HR Common Metrics, Contracting Out, FMEV, etc.
Formulates strategies for compliance education and enforcement. Advises, Director, HR Compliance on monitoring and other compliance methods.
Develops and advocates solutions to system issues to solve compliance problems, including developing and administering new systems, policies, processes, or programs.
Proposes, leads and/or participates on policy and planning committees and working groups, partnering with academic, business and It offices such as the ACA workgroup.
Researches and summarizes best practices in field. Regularly advises Director, HR Compliance, Reporting and Analytics on briefings and communications to senior management.
Works directly with high level campus contacts on sensitive compliance issues requiring discretion and diplomacy, in order to achieve appropriate compliance results. Regularly in contact with Chief Human Resource Officers, Compensation Managers, Benefit Managers, and other HR personnel throughout the UC system. When needed, collects information from Administrative Vice Chancellors. Key point of contact for questions and advice on Rehired Retirees, HR Common Metrics, Contracting Out, FMEV, etc
Collaborates with other departments to coordinate the development, implementation and monitoring of new programs and processes.
Develops proposals and recommendations to guide and support a broader strategic direction for the organization. Creates summary reports of compliance monitoring as needed for UCOP senior management.
Strong analytical/problem-solving skills.
Strong communication and interpersonal skills to communicate effectively with all levels of staff and influence, both verbally and in writing.
Small to mid-level project management skills.
Ability to multi-task with demanding timeframes.
Ability to use discretion and maintain all confidentiality.
Extensive experience conducting data analysis and producing visualizations to support analyses.
Thorough knowledge of the organization's processes, protocols and procedures.
Intermediate to advanced knowledge of common organization-specific computer applications.
7+ years of experience in a related field which can be demonstrated by direct experience, or an undergraduate degree with 3 years of direct experience
Human Resources related certifications such as those offered by SHRM.
Compliance and audit professional certifications such as those offered by the Compliance Certification Board.
SALARY AND BENEFITS
Salary: The recommended hiring range is $97,000.00 to $113,600.00. Commensurate with experience.
