Basic Function and Responsibility:
The Sr. Manager is responsible for managing various personnel functions such as: new employee recruitment, hiring and onboarding, employee satisfaction, employee performance evaluation and development, employee and labor relations; progressive discipline, and other related activities. Collaborates with college leadership and hiring managers to develop, implement, and evaluate programs and initiatives that further institutional goals. Ensures compliance with all applicable policies, rules, regulations, and laws. Leads and manages the development and implementation of comprehensive employee engagement and talent development & retention programs. Assists in the development, implementation and monitoring of policies, procedures and practices that promote and sustain diversity, equity, inclusion and respect.
Characteristic Duties and Responsibilities:
Member of the HR Leadership Team contributing to the strategic development and improvement of HR initiatives and programs.
Supervises all aspects of the college's employee recruitment, hiring and separation functions. Develops, recommends, implements, and evaluates strategies for employer brand development, marketing, advertising, direct recruitment, selection, hiring and on-boarding of all college employees.
Manages the recruitment & retention and compensation staff which includes strategy implementation, ongoing operations, coaching, feedback, and talent development.
Ensures compensation and benefits are administered appropriately for all employees and in compliance with all collectively bargained contracts for represented employee groups.
Monitors competitive trends in compensation and benefits by participating in salary surveys and analyzing results, benefits offerings, and costs.
Oversees the administration of and participates in:
Job evaluations and job description development and maintenance.
Job reclassifications and adjustment recommendations in College pay practices.
Statistical data and reports regarding compensation as needed by College administration, other colleges, government agencies and Affirmative Action reports.
Preparation of annual union eligibility reports.
Analysis and classification of new and existing positions ensuring proper placement and credibility within organizational structure. Preparation of recommendations for placement and appointment letters as needed.
Makes compensation recommendations to CHRO.
Oversees and ensures accurate processing of faculty load and compensation according to payroll timelines and serves as liaison to Academic Affairs for faculty pay.
As an HR Senior leader, identifies approaches for effective supervision, performance management and corrective action. Ensures effective delivery of the annual performance appraisal process.
Provide guidance to employees and supervisors in resolving conflicts and promote effective working relationships. Assist employees in responding to disciplinary or performance counseling; advise supervisors when considering employment action for performance issues.
Collaborates with the CHRO and Human Resources team to help ensure consistent application of the Oakton Community College vision, policies, and key strategic initiatives to include compliance with all federal, state and local laws, rules, regulations, and policies that pertain to Human Resources for overall strategy enhancement.
Explains and provides consultation and guidance to employees and internal HR clients to promote understanding of and compliance with college policies, governmental rules, regulations, procedures, and practices.
Receives and responds to incoming employee relations questions, complaints, and issues. Interviews and discusses with individuals, relationship and work-related concerns that adversely affect morale, health, and productivity. Understands the employee dispute resolution process and directs employees, supervisors, and managers to appropriately engage the program as appropriate.
Serves as a Title IX Investigator in accordance with college policies and procedures.
Collaborates with HR staff involved in HRIS operations to develop, recommend, implement, and evaluate strategies for effective data-management procedures and maintenance of records in accordance with applicable regulations, policies, and standards.
Ensures currency of documentation for HR operations Standard Operating Procedures, programs, and policies.
Responsible for effective risk management actions regarding knowledge retention, transfer & sharing, cross training, and operations continuity.
Stays current on HR topics, trends, laws, and regulations especially surrounding Higher Education and the Illinois Public Sector.
Analyzes data, compiles statistical reports, and presents program results as necessary, required by law, or upon request and coordinates special HR related projects as assigned.
Interpret college policies and procedures, collective bargaining agreements and applicable statutes and regulations.
Performs other job-related duties as assigned including special assignments as directed by the Chief Human Resources Officer.
Job Requirements:
Qualifications and Working Conditions:
Master's degree with PHR or SPHR certification preferred; or Bachelors with PHR or SPHR certification required.
Five years of experience in managing human resources functions, including supervision; one to three years of HR experience and knowledge in higher education preferred.
Thorough knowledge of policies, federal and state laws as they relate to HR policies, practices and procedures, benefit programs, employee and labor relations, salary administration, recruitment techniques, EEO and Affirmative Action planning.
Excellent interpersonal and communication skills with the ability to write and present educational programs, make presentations to large groups and be able to give and receive advice and opinions in situations requiring sensitivity and tact.
Demonstrated experience in conflict resolution, coaching, and/or mediation
Ability to exercise considerable judgment and discretion in establishing and maintaining good working relationships.
Ability to handle multiple priorities and confidential assignments, organize work, and function independently and effectively under heavy workloads and during peak periods.
Ability to work effectively in a diverse community and meet the needs of diverse student and employee populations.
Skill in the use of personal computers and general office software, including Microsoft Word, Excel, and PowerPoint.
Ability to travel between campus locations.
Physical Demands:
Light lifting up to 10 lbs and light carrying up to 10 lbs. Ability to reach above shoulder. Periods of time spent sitting, standing, walking, kneeling, bending and stooping. Mobility to move from building to building on-Campus and to visit off-Campus entities. Work is performed in a general office environment and is sedentary in nature. Little or no exposure to adverse working conditions.

Direct supervision is exercised over assigned Human Resources staff.
HOURS: Monday - Friday 8:15 am - 5:00 pm
SALARY: $73,236
Based on the needs of the college and with Administrator approval, some positions at the college may have hybrid schedule options available after 30 working days.
