Under the supervision of the President of the College or designee, the Executive Director – Human Resources will formulate, plan and implement strategies and policies related to the personnel administration of the institution.
Duties & Responsibilities:
1. Direct the interpretation and application of established human resources policies for the institution.
2. Supervise and provide consultation to management on strategic staffing plans, compensation, benefits, training and development, and labor relations.
3. Direct the preparation for and representation of the College in collective bargaining contract negotiations, contract administration, and grievances.
4. Oversee supervision of the institution's recruitment, employee development, and performance appraisal programs and assure compliance with Equal Employment Opportunity regulations.
5. Conduct continuous analysis of, and updates to, all human resources policies, programs, and practices to keep the organization abreast of current practices and new developments.
6. Serve as the lead person in matters pertaining to workplace harassment prevention, training, policy interpretation and investigations.
7. Protect the interests of employees in accordance with the institution's human resources policies and appropriate governmental laws and regulations.
8. Manage and develop Human Resources team to encourage consistency in contribution to College initiatives and goals.
9. Ensure that wage compensation programs are competitive and equitable through analysis.
10. Direct the College's benefits programs and services and oversee solicitation of proposals for contracted insurances and related services.
11. Establish long-range objectives for departmental goals and objectives.
12. Develop and maintain departmental budget in accordance with College regulations and procedures.
13. Maintain strict confidentiality and security of records.
14. Prepare routine, special and ancillary reports as required.
15. Perform other duties as required.
Minimum Experience:
1. Master's degree.
2. Demonstrated knowledge of federal, state and local laws related to higher education personnel administration.
3. Comprehensive knowledge of college administration, policies and procedures.
4. Excellent interpersonal skills.
5. Ability to communicate effectively, orally and in writing.
6. Ability to work in a multi-cultural environment.
Preferred Experience:
1. Master's degree in Human Resource Management, Business Administration, or related field.
2. Five or more years of administrative or managerial experience in higher education.
3. Demonstrated ability to interpret and transform College regulations into personnel policies and practices.
4. Demonstrated ability to interact effectively with internal personnel and external constituents.
5. PHR, SPHR, or other HR-related credential or certification.
6. Demonstrated knowledge of computerized record maintenance and management, preferably with the Banner System.
