Department Overview
The Oregon National Primate Research Center (ONPRC) is located 12 miles west of the OHSU main campus, and sits on 162 acres of land featuring forested areas, research and administration buildings, indoor and outdoor animal housing, a pond, and 2-mile perimeter walking path. Our mission is to improve human health and the quality of life through the support of nonhuman primate research programs that advance our knowledge of the causes, preventions, treatments, and cures of debilitating diseases.
Function/Duties of Position
The Senior HR Manager manages all HR functions for the Oregon National Primate Research Center (ONPRC), and acts as a liaison with our Senior HR Business Partner, Central HR, and other OHSU departments. ONPRC currently has 375+ employees and is a highly complex operation. This position reports directly to the ONPRC Chief Operating Officer and directly supervises the ONPRC HR Associate, HR Coordinator and Office Specialist. This position assists ONPRC leadership and divisions with proactive approaches on all HR matters at the Center; provides both strategic and day-to-day counsel on matters of recruitment, employee and labor relations, supervision and performance, training, workforce effectiveness, change management, compensation and payroll, timekeeping and benefits, and assists with visa applications. This individual will work with leadership to minimize risk and ensure compliance with requirements and OHSU policy and provide a positive work environment by exemplifying a proactive, customer-driven approach to workplace issues. This position participates in both internal and external programs, projects and committees.
This position is responsible for and oversees all HR transactional needs, including ePARs, personnel actions and pre-hire transactions, onboarding of new faculty and staff, employee health compliance, electronic personnel records, also retains and coordinates the evaluation and continuous improvement of HR- associated efforts.
Required Qualifications
- Bachelor's Degree in related field, or equivalent education/experience
- Minimum of 3 years of HR experience, including employee relations, position description development, recruitment and applicant screening, performance appraisal monitoring, discipline, project management, compensation, and benefits
- Administrative and supervisory experience
- Working knowledge of Federal, State, and local labor laws, as well as compensation principles
- Strong interpersonal and customer service skills
- Demonstrated exemplary tact, discretion and diplomacy in dealing with sensitive issues and individuals at all levels
- Demonstrated skill in counseling techniques with sensitivity sufficient to assist in confidential circumstances, and the resolution of problems and conflicts
- Excellent interpersonal skills to interact with faculty and investigators, staff, students, and visitors at all levels within OHSU and in the community
- Ability to write clear, concise, and grammatically correct correspondence, reports, and other written materials
- Ability to speak one-on-one or with a group to obtain and clearly convey information
- Ability to manage and perform multiple tasks under conditions of fluctuating workloads, competing requirements, and changing deadlines
- Demonstrated ability to work independently and follow through on assignments with minimal direction
- Able to perform the essential functions of the position with or without accommodation
Preferred Qualifications
- Four or more years of HR experience; previous work experience in an academic medical center or research center/institute, or comparable multi-mission organization
- Demonstrated expertise in and understanding of OHSU personnel/payroll policies, collective bargaining agreements and procedures
- SPHR or SHRM-SCP certification
