The Senior Human Resources Business Partner (SHRBP) serves as a strategic partner and management coach to organization leaders, developing and executing equitable, proactive, business-focused initiatives that help build and support OHSU's commitment to people and culture initiatives. This position is focused on maximizing OHSU's effectiveness by providing expertise around people and culture to employees and leaders. The SHRBP leads a team of 2 HR Business Partners and 1 HR Coordinator to develop and implement HR strategies focused on organizational effectiveness, equity and inclusion, employee engagement, talent management, employee relations, and labor relations.
Apply a diversity, equity, and inclusion lens to establish and track HR metrics from a variety of sources to identify themes and trends, design and deliver interventions, and drive continuous improvement in organizational strategies and effectiveness.
Provide equitable, timely, and consistent interpretation and guidance on HR policies and procedures, employee and labor relations matters, performance management conversations and documentation, conflict resolution, compensation, benefits, discipline, grievances, arbitrations, and other employee services.
Operate as the team lead for 2 HR Business Partners and 1 HR Coordinator by providing coaching and guidance, setting goals, supporting and assessing performance, and organizing the work of the team aligned with organizational needs.
Organize and coordinate HR Business Partner support across assigned client groups by screening, prioritizing, and triaging issues based on severity, nature, and potential impact of the issue in relation to the strengths, expertise, and workload of team members. Engage HR partners and other stakeholders as needed to ensure a holistic, cohesive approach to the work.
Resolve complex or sensitive employee and labor relations issues, including those relating to conflicts, attendance, code of conduct issues, and performance concerns, in the assigned client groups. Partner with other experts in HR and Legal to ensure a holistic understanding and approach to the situation.
Coordinate with AAEO to provide the needed support for reasonable accommodations and ensure associated situations are identified prior to making employment decisions on items related to accommodation requests.
Be a strategic business partner and thought leader to assigned client groups to develop, adapt, and tailor HR practices to meet ongoing and emerging challenges.
Review employee, hiring, and other workforce data to identify trends, issues, and outcomes; conduct root cause analysis and communicate trends and causes to leaders.
Engage stakeholders in HR and across OHSU in identifying and implementing HR strategies to equitably address challenges and needs.
Provide recommendations to managers on employment decisions, including promotions, compensation changes, hiring, corrective action, and separations that are rooted in equity, aligned with OHSU's values, and consistent across the organization.
Participate in the development and review of HR communications provided to the workforce.
Provide coaching to management on people and culture issues, employee and labor relations, risks associated with employment decisions, their leadership and communication style, and embodiment of OHSU values.
Collaborate with managers to develop succession plans, avenues for career mobility, and talent management strategies that motivate, develop, engage, and prepare their teams for the future.
Develop a partnership with diversity, equity, and inclusion committees and groups in the assigned client areas.
Partner with the Rapid Response Investigator to scope and resource investigations that HR is responsible for leading.
Recommend and draft new and updated policies, procedures, and bargaining concepts; participate in collective bargaining at the direction of the labor relations unit.
Bachelor's degree in business, HR or related field, or equivalent combination of education, experience, and training.
5 years of progressively responsible Human Resources work experience with generalist exposure, or equivalent combination of education and experience. Experience executing human resources programs in a represented environment which demonstrate knowledge of labor laws and contract administration.
Expert-level knowledge of federal, state, and local employment laws.
Ability to lead and develop a small team of HR professionals towards shared goals.
Ability to support manager development and alignment through coaching, counseling, and training.
Demonstrated ability to develop and maintain an equitable and inclusive workplace through interactions, decisions, and recommendations.
Effective, clear, and culturally aware communication verbally and in writing; ability to draft concise and factually accurate reports and documents.
Effective conflict resolution skills and the ability to navigate sensitive, emotional, and/or difficult situations with empathy.
Knowledge of investigatory best practices and ability to understand how different perspectives, experiences, and cultures affect the situation and investigation process.
Experience making data-driven recommendations that improve equity, retention, performance, and the employee experience at OHSU.
Knowledge of change management and project management best practices and principles.
