Provides executive leadership in the overall management and direction of the Office of Human Resources, the service unit that provides professional and technical leadership, expertise and services in collective bargaining and contract administration; salary and benefits administration; employee records and data administration; recruitment and hiring; and organizational development. The Associate Vice President works collaboratively with the college community to achieve the successful formation, direction and maintenance of the college workforce as it strives to fulfill the college mission.
Job Responsibilities
Provide management and direction of the five functional areas of Human Resources:
Collective bargaining and contract administration
Salary and benefits administration
Employee records and data administration
Professional development and training
Recruitment and hiring
Guide and assist with the human resource needs and organizational development throughout the college.
Advises the Executive Vice President of Administration and other executive college administration, as appropriate, regarding HR issues that affect general institutional planning and administration; serves as a strategic partner with administration in this regard.
Negotiate and administer the college’s collective bargaining agreements including full and part-time faculty, administrators, support staff, maintenance, and police and public service.
Provide advice and management respecting labor, employment, and arbitral laws, practices, policies, and collective bargaining agreements, including disciplinary procedures and contractual dispute resolution.
Investigate and/or manage student and staff complaints (and the complaint processes) relating to the misconduct, civil rights, and contractual duties of employees, including serving as Title IX Deputy Coordinator.
Cultivate relationships with providers of professional services and fringe benefits, regulatory agencies, and oversight bodies.
Ensure the human resources department delivers exemplary service to the workforce and college community.
Establish goals and priorities in support of the strategic plan and mission for allocation of resources through the budgetary process.
Perform other duties as assigned.
Education
Graduate degree required (e.g. Master’s degree, or higher)
Qualifications
Eight years of directly related experience. Prefer higher education or public sector experience.
