University Payroll (UP) within the University Office of Human Resources (UHR) at The City University of New York (CUNY) is responsible for developing and implementing University Human Resources guidance, standards, rules, and regulations. UHR enforces federal, state, and local employment laws and mandates to ensure compliance with the Board of Trustees Policies and procedures regarding employment, including affirmative action and equal opportunity employment. UHR operates a shared university service which includes benefits, payroll, workers compensation , advisory services, and programmatic leadership and services approximately 40,000 full and part-time employees through the University.
University Payroll (UP) ensures that all employees are paid accurately, on time, and are provided with the highest level of customer service while adhering to CUNY and regulatory policies and guidelines. The department manages payroll operations for the Senior and Community Colleges, both of which have unique policies and practices. UP is the liaison and partners between the campus Payroll teams and the New York Office of the State Comptroller and the New York City Financial Information Services Agency and Office of Payroll Administration.
UP independently implements and manages unique and complicated personnel and human resources rules, regulations, and programs with discretion and independence to complete necessary job duties. Additionally, the department sets and formulates Payroll-specific policy and is significantly engaged in the administration of Payroll provisions of Collective Bargaining Agreements demonstrating discretion and independence.
Reporting to the University HR Payroll Manager, the University HR Payroll Coordinator will operate in a confidential and independent capacity and in direct support of the University HR Operations and Services Directors who formulate, develop, and implement policy and are responsible for the administration of Payroll specific provisions of Collective Bargaining Agreements.
Responsibilities include but are not limited to the following:
Prepares and processes Payroll in accordance with policy, regulation, and the applicable Collective Bargaining Agreement; sets workflow to achieve mission, conducts a detailed analysis and report to confirm accurate and appropriate payroll processing.
As a subject matter expert in the processing and management of Payroll, processes special and unique transactions such as corrections to tax forms, replacement of paychecks, issuing refund checks to New York State and New York City, and correcting duplicative payments. Using applicable Collective Bargaining Agreements and regulation, independently recalculates payment to ensure the affected employee gets the correct payment, deduction, or tax.
Uses independent discretion, prioritizing and structuring workload to timely transmit and audit relevant data submitted from different entities throughout the University. Consistently applies policy and administers applicable Collective Bargaining provisions when transmitting and auditing data.
Collectively and in partnership with Human Resources Business Partners through the University, administers and supports the administration of Payroll policy and Collective Bargaining Agreements for compliance.
Independently identifies and improves customer service and client interaction with University Payroll by timely adapting processes.
Uses judgement and understanding when managing dissatisfied employees and clients, selecting an appropriate course of action to resolve complaints and negative interactions.
Reviews and implements Collective Bargaining Agreement and New York State and New York City Payroll Bulletins for the accurate processing of Payroll.
Collaborates and assists Managers with Payroll audits to ensure Collective Bargaining Agreement deadlines are met throughout the multiple Payroll Systems.
Conducts a detailed analysis and audit to implement Collective Bargaining Agreements timely and accurately.
NOTE: Until further notice, this position is eligible to work remotely and work on-site in the office.
QUALIFICATIONS
Bachelor's degree required.
Preferred:
Working knowledge of federal, state and city laws and regulations impacting payroll operations.
Knowledge of job titles, classification systems, and coding structures in either NYC or NYS payroll systems.
Strong analytical, evaluative, technical, and research skills to work with various information systems to audit payroll and create reports.
Experience creating and running queries in NYS??? OSC PSQuery systems (PeopleSoft) and/or NYC???s CHRMS query system.
High degree of professionalism, personal integrity, and ability to maintain confidentiality.
Detail-oriented, self-directed, and motivated with the ability to work effectively and collaboratively in a team setting with diverse staff of all levels.
Strong organizational skills with the ability to manage multiple assignments with conflicting priorities and meet strict deadlines in a dynamic and demanding customer-focused environment.
Computer proficiency using web-based HRIS, payroll, financial and administrative systems; MS Office Suite (Access and Word) with strong Excel skills; SharePoint, Dropbox, plus virtual meeting/conferencing and collaboration tools (MS Teams, Zoom).

The salary range is $51,781 - $65,946, commensurate with qualifications, experience, and education.
