College of Biological Sciences, HR Business Partner (8181GT or 8182GT)
The HR Business Partner serves as a resource for the administrators, faculty, staff, and students at the College of Biological Sciences (CBS). This individual provides payroll coordination and HRMS management for the college. The CBS HR Team manages bi-weekly payroll for over 1000 employees including temporary employees, students, fellows, staff, and faculty. This person is expected to serve as a subject matter expert in their duties as a payroll coordinator for the College and will implement best practices as it relates to payroll administration. The secondary function of this position will be to assist with the recruitment and onboarding of employees.
The HR Generalist serves as a resource for the administrators, faculty, staff and students for the College of Biological Sciences. Providing specific assistance with staffing/recruitment, employee management (orientation, benefits, leave of absences, payroll, employee relations), and HR projects as assigned. Partner with CBS HR team to provide the highest level of HR service for the College of Biological Sciences. This position reports to the CBS HR Director. This is a hybrid role with the expectation of some in-office work.
Job code and Salary offers are dependent on the candidate's experience, skills, and internal equity within the department. The budgeted salary range for this position is offered at $51,500-$65,500. Candidates with extensive experience may be eligible for additional compensation.
Responsibilities â¢40% Staffing/classification & compensation â¢Advise supervisors on recruitment and hiring procedures best practices â¢Work with hiring manager to determine appropriate job classification, appointment type/term, and appropriate rate of pay â¢Edit job descriptions as needed; draft offer letters; post open jobs to on-line employment system and review EOAA goals with hiring manager/make recommendations about candidate pool â¢Assist supervisors on submission of reclassification/promotions, in-range adjustments, retenAssure compliance with Bargaining Unit agreements, Civil Service rules, P&A and faculty policies, annual salary administration, lay off/Non-renewal, overtime, FMLA, COBRA, and termination policies
25% HRMS/Payroll and records management â¢Review payroll reports for accuracy â¢Serve as back up for data entry in PeopleSoft â¢Serve as resource to CBS faculty & staff on payroll policies and procedures; payroll entry as needed â¢Enter new Faculty appointments in the HRMS systems to launch on-boarding processes following guidelines for timely entry â¢Manage data entry of faculty and staff leaves to include phased retirements, FMLA, parental leave, medical leave, etc.
10% HR Project management â¢Assist or lead HR projects/initiatives for the college, including but not limited to: diversity, equity, inclusion and justice (DEIJ), performance management and annual performance appraisal administration, biennial employee engagement survey, and other projects as assigned
5% Other Serve as back up for visa processing for the college Attend necessary training related to HR and Payroll and work on HR special projects/committees as assigned

Primary Duties & Responsibilities: 45%: Payroll Coordination: â¢Enter and maintain job, position, and compensation information of new, current, and terminated employees in PeopleSoft HRMS system while ensuring compliance with applicable human resource-related laws, U of M policies/procedures, and documentation retention schedules   ○Audit HRMS data for accuracy and follow proper procedures to resolve discrepancies   ○Review payroll reports for accuracy   ○Answer payroll questions and serve as a resource to CBS faculty and staff on payroll policies and procedure   ○Process and track Person of Interest (POI) accounts â—‹Research and recommend process improvements to better utilized HRMS & Reporting Center to implement best practices
30%: HRMS Entry and Auditing: â¢Conduct, appointments audits for entry accuracy and identify primary, secondary, and affiliate/adjunct appointments â¢Serve as technical support for both HR system users and end-users â¢Review Position Management on a regular basis to ensure correct reporting structures, FTE changes, and classifications â¢Maintains job data integrity in HRMS by conducting routine audits and analyzing data; ensures changes are incorporated so systems are compliant with all policies â¢Set up new hire job records in HRMS systems Responsible for entry and appointment maintenance of adjunct and affiliate appointments
Coordination 20% Recruiting & Onboarding â¢Post positions in the Universityâ™s employment system and monitor applicant pools â¢Advise search committees and hiring managers on EOAA goals and best practices. â¢Recommend recruitment strategies Responsible for the hiring process of grad assistants, undergraduates, and temporary casual appointments â¢Create and maintain recruitment and onboarding materials â¢Conduct orientation sessions with new employees â¢Collect/organize all receipts and transaction information (including email communication) for proper documentation and summaries of searches â¢Conduct I-9 employment verification â¢Maintain accuracy with E Verify I9â™s with updating information as necessary for applicable team members (including reverifications and visa renewals)

Minimum Qualifications â¢BA/BS & two years of appropriate personnel experience, or equivalent combination of education and related professional experience to total 6 years; â¢Experience with recruiting and hiring processes; Working knowledge of HR policies and procedures; â¢Proficiency with Microsoft Word and Excel; â¢Proficiency with PeopleSoft or another HRMS; â¢Experience assisting multiple customers and demands simultaneously; â¢Demonstrated commitment to diversity, equity and inclusion â¢Exceptional written and communication skills â¢Strong sense of urgency and ability to prioritize
