The Executive Director of Human Resources provides strategic leadership for the college in the planning, development, and implementation of human resources programs and services. Reporting to the Vice President for Finance & Administration, the Executive Director of Human Resources is a member of the College???s cabinet and senior executive team.
The successful candidate will be a transformational leader who will help operationalize Queensborough???s Strategic Plan goal to develop and nurture a Community of Care that increases the sense of belonging for employees. The Executive Director will be a pivotal campus partner charged with developing and implementing communication norms that increase transparency of policies and processes. The director will also be charged with developing an infrastructure for a comprehensive professional development program that is responsive to the needs of the community and addresses succession planning.
The Executive Director will be responsible for overseeing and directing all human resources functions, including both unionized and non-unionized positions, at the Administrative level through Classified Staff. This includes faculty, administrative staff, and members of the Executive Compensation Program. Responsibilities include talent acquisition and recruitment, training and development, benefits, time and attendance, payroll administration, classification, and compensation. The position requires an understanding of Human Resources Information Systems (HRIS), with an emphasis on HR/payroll benefits information systems.
The Executive Director is directly responsible for the following:
Overall management and direction of the Office of Human Resources, including Faculty, Professional and Classified Staff Operations, Adjunct Services, Benefit Services, and the Office of Payroll.
Advising College leadership of all CUNY Human Resources policies, programs, and practices, as directed by CUNY Central???s Office of Human Resources.
Disseminating HR and Payroll-related information to the College community.
Advising management on hiring practices, salary determinations, promotion criteria, reclassification criteria, merit consideration, to ensure compliance with University policy and contractual requirements.
Participating in the College???s strategic and operational planning process.
Collaborate with divisional leadership and campus partners to develop and implement a professional development program that supports employee skill-building and advancement.
Work with the Office of Information Technology to automate processes to increase efficiency and enhance delivery of services to employees.
Collaborate with the College???s Executive Counsel and Labor Designee and the Director of Human Resources to mentor and advise employees.
Collaborate with the Office of Equity, Inclusion and Belonging and other College partners to advance Queensborough???s diversity, equity, and belonging goals.
Preparation and submission of reports, including responses to audit requests related to Human Resource functions.
Serve on college and university committees as needed.
Oversee the budget for the Office of Human Resources.
Perform other duties as assigned by the President or Vice President.

This position is in CUNY's Executive Compensation Plan. All executive positions require a minimum of a Bachelor degree and eight years' related experience.
The position requires exceptional written and verbal communication, presentation, and interpersonal skills; and the ability to interact effectively with others in a diverse working environment; exceptional listening and problem-solving skills.
Advanced degree in higher education administration, human resources or a related field
Human resources certification (SHRM-SCP or SPHR)
At least ten years of experience across a full range of HR functional areas, including at least five years??? of leadership experience within a higher education environment, preferably public higher education
Experience working in a collective bargaining environment
Public employment experience
Experience with policy development and dissemination
Demonstrated understanding and experience using and implementing HRIS systems, preferably Oracle Human Capital Management
Demonstrated understanding and experience with payroll operations and reporting
Exceptional writing skills
Experience developing professional development programming
Experience developing and implementing an inclusive professional environment of equity and belonging
Experience working with a diverse population
Familiarity with CUNY organizational structure and policies
Working knowledge of Microsoft Suite-Word, Excel, and PowerPoint
All CUNY employees must reside within a commutable distance to the tri-state area.
Until further notice, work will be performed in a hybrid manner with 70% onsite presence.
COMPENSATION AND BENEFITS
$160,000 - $175,000

IMPORTANT NOTICE: Health Plan Coverage for Employees Hired on or after October 1, 2022
City of New York employees and employees of Participating Employers and their eligible dependents hired on or after October 1, 2022 will only be eligible to enroll in the Emblem Health HIP HMO Preferred Plan and must remain in the HIP HMO Preferred Plan for the first year (365 days) of employment.
After 365 days of employment, the employee will have the option of either remaining in the HIP HMO Preferred Plan or selecting a different health plan within 30 days before the end of the 365th day period. If a new health plan is selected, the new plan will be effective on the 366th day. Only after the 365th day can the employee participate in any Annual Fall Transfer Period.
An employee who needs to request an exemption from the required enrollment in the HIP HMO Preferred Plan can do so by submitting a HIP HMO Opt-Out Request Form to Emblem Health. An employee, or eligible dependent, must meet certain criteria and the request must be approved by Emblem Health before the exemption is granted.
