Plans, directs, integrates and coordinates one or more Human Resources department functions to enhance utilization, stability and morale of the TRUSD work force. Directs and promotes the overall efficiency and effectiveness of human resources programs such as talent recruitment and retention, labor relations and collective bargaining, performance management systems, classification and compensation, benefits, organization and training and development.

The Director Human Resources and Labor Relations is guided by broad managerial goals, integrating closely related activities that comprise a portion of a comprehensive human resources department. The Director requires the ability to accomplish broadly defined business objectives that require working with management and staff at all levels and the ability to accomplish resolution of highly technical problems that consider trade-offs, risks and may have influence on the employment status, peer and supervisory-subordinate relationships.
Essential Duties and Responsibilities
Incumbents at this level are qualified to perform in each of the following areas, however, will usually concentrate in one or more depending on ongoing initiatives and the general needs of department.
Plans, organizes, directs, coordinates and evaluates the human resources services and programs offered to District employees. Establishes standards for HR service delivery and supervises and appraises performance of human resources staff.
Labor Relations
Directs, facilitates and presides in collective bargaining processes as a principle negotiator, spokesperson and contract administrator for the District. Develops and recommends business and cost strategies, policies, rules and other contract provisions.
Interprets the provisions of negotiated labor contracts and the intent of contractual language. Provides direction to managers and other staff on contractual matters such as grievances and other complaints, disciplinary and investigations and performance evaluation processes.
Ensures compliance with applicable employment laws. Directs and participates in development of personnel policies and regulations.
Directs and conducts internal investigations. Researches background information, conducts interviews, recommends actions within District policy and conveys decisions to those involved. Assures compliance with labor contracts.
Participates in strategic planning, program reviews and administrative projects.
Training and Organization Development
Develops and administers a comprehensive system for human resources development including administrative programs for classification and careers, compensation, credentialing, training and development and recognition programs.
Researches through surveys and needs assessments, training and team building needs within the District. Develops proactive programs for leadership, human relations and skills training at all levels. Evaluates programs and introduces new training directions.
Directs and facilitates best-practice and process improvement training and interventions enabling departments to do self-assessments and action plans.
Facilitates collaborative processes with organizational units, managers and staff to enhance organizational effectiveness. Provides consultation and training on job and organization design, team building, decision-making and problem resolution.
Participates in and facilitates team-based decision-making processes, projects and assignments such as, but not limited to, activities beyond HR that support financial and academic compliance, technology, space and facilities planning.
Designs and facilitates performance management and employee recognition programs.
Talent Recruitment and Retention
Plans, develops, directs and monitors human resources services and systems for proactive recruitment and selection. Conducts recruitments of all levels of staff to meet the desired skill needs and performance expectations.
Oversees pre-recruitment job analyses and verification of appropriate hiring.
Directs organization of, and may serve as a member of referencing, interview and selection panels, participating in activities that result in the development of policies, programs, procedures, as well as strategic directions.
Employee Services
Manages and implements human resources operations for the benefit of employees, such as and not limited to, maintenance of personnel records, job descriptions and salary schedules, personnel transactions, performance evaluations, leaves, resignations, retirements, terminations and other transaction-based employee services.
Plans, directs and performs the job classification and compensation function. Facilitates and implements District philosophies on pay equity, competitiveness and job classification for executives, managers, staff and teachers.
Sets up and implements best practices for receiving and processing routine employee transactions and inquiries.
Remains current on legislation and regulation affecting the academic community to adjust services as needed. Represents the District in advocacy settings.
Performs other duties as assigned that support the overall objective of the position.
Knowledge and Skills
Requires well-developed knowledge and professional specialization in the principles, practices and techniques of labor relations, human resources management, organization and employee development, succession planning, recruitment and selection, salary administration, benefits, civil rights and equal employment opportunity and group process facilitation. Requires working knowledge of California Education Code on matters impacting human resources. Requires well-developed knowledge of the principles and practices of modern supervision, including participative decision-making. Requires a working knowledge of human resources information systems (HRIS). Requires sufficient language skill to prepare complex reports, business plans and persuasive correspondence and technical materials. Requires sufficient math skill to prepare budgets for all human resources functions and to analyze statistical, economic and numerical information. Requires advanced human relations skills sufficient to conduct complex labor negotiations, deliver education to small groups, influence the behavior of groups and individuals and display unique sensitivity to a diverse population of current and prospective employees. Requires special skills in training, team building, facilitating problem-solving and grievance procedures and conducting internal investigations.

Physical Abilities
Requires sufficient visual acuity to recognize printed materials. Requires auditory ability to speak and hear in large and small group settings and carry on in-person and phone conversations. Requires hand-eye-arm coordination to use a personal computer keyboard. Requires ambulatory ability to move to various work locations.
Education and Experience
The position requires a Master’s Degree in business, education, organizational management, human resources or equivalent discipline and 6 years of experience in human resources preferred, including three years in a leadership capacity. Additional experience may substitute for a graduate degree.
Licenses and Certificates
Requires a valid driver’s license. California Administrative Credential.
