Position Summary:This position assists with planning, developing, implementing and administering all personnel programs. This includes recruiting and retention, compensation and benefits, employee relations, equal employment opportunity, labor relations, payroll administration, worker's compensation, and employee training and benefits education programs. This position will report to the Human Resources Manager and will act in a confidential capacity to other management personnel. The position uses independent judgement to suggest changes to ensure compliance with established laws, policies, plans, collective bargaining agreements, and organizational objectives. This position is part of the management team of the Cooperative and assists in the implementation of corporate policies and procedures.

Responsibilities include the following.
Supports the HR department in administering personnel programs, recruitment, compensation and benefits programs, training and development and more.
Responsible for following MEC’s document retention policy and organizing and maintaining hard and electronic HR files. Ensures forms, policies and procedures as it relates to HR are accessible by staff.
Assists in administering the wage and salary plan for all employees, assists the HR Manager with the annual performance appraisal process.
Assists the HR Manager with benefits administration.
Devises and edits job descriptions, recruits and onboards new employees; focuses on retention and engagement efforts.
Dedicated to maintaining a positive culture; plans team building and morale exercises across the organization.
This position shall secure the approval of the Human Resources Manager in making decisions when policies are not clear or adequate or require interpretation.
Creates standardized documentation of MEC HR practices and procedures. Assists in researching, developing, and maintaining human resource related policies and procedures as needed.
Assists with updating employee handbook and other related policies, may assist Safety Manager with the application of DOT and Drug Screening programs.
Audits timesheets and overtime; ensures employees and managers are following policies, practices, and the collective bargaining agreements related to timekeeping.
Maintains confidential files and remains objective and respectful of MEC’s duty to its membership.
Monitors developments in privacy law and ensures the cooperative’s ongoing compliance. This includes conducting periodic audits, as assigned by the HR Manager, to ensure the cooperative is complying with the law.
Attends supervisor and management meetings to contribute to management discussion and insight.
Completes monthly, quarterly, annual and other regular reports for the Cooperative.
This person is encouraged to use initiative and judgment in making decisions, remembering that the Cooperative’s best interests can be affected by his/her actions. She/he should feel free to make suggestions for the improvement of operations and efficiency.
Assists with the development and management of MEC’s training program. Maintains records of employee training and manages applicable database.
Assists with administering the worker’s compensation program.
Work with Safety Manager on compliance initiatives.
Assists in planning employee events and activities around the office intended to create a culture where employees are valued and appreciated while encouraged to maintain open communication, professionalism and member service.
Provides HR support to staff as directed and approved by the HR Manager.
Works directly with the HR Manager and other management personnel regarding bargaining strategy for union negotiations.
Assists in coordinating employee communications and training programs.
Ensures complaints, disputes, trends and grievances are reported to the HR Manager; maintains confidentiality with said items.
May assist in conducting stay and exit interviews and analyzing data to make recommendations to the HR Manager.
Assists in management and administration of payroll processes and works closely with accounting to ensure that payroll dollars are accounted for and applied properly.
Assists with receiving and submitting invoices for the HR department.
May assist with investigations.
May be assigned to lead specific projects or initiatives of the cooperative.
Assists in the annual budgeting process and tracks payroll and HR budgets throughout the year and communicates any changes or deviations that may arise.
Qualifications/Requirements: Candidate should demonstrate initiative, self-motivation, great written and verbal communication, and a positive attitude. Will be required to maintain a high level of confidentiality and remain dedicated to maintaining a positive culture where all employees are valued and respected. Understands that employees are the greatest resource available to meet the Cooperative mission to improve the quality of life of the membership.
Education/Experience: Bachelor’s degree in Human Resources Administration, Business Administration, Accounting or a related field preferred. Two to five years of human resources experience is preferred. Equivalent combination of education and experience will be considered. SHRM-CP preferred. Experience with organized work environments or collective bargaining agreements a plus. Must be proficient in computer application software programs, including but not limited to MS Office (specifically Outlook, Word and Excel), payroll and applicant tracking software.
Language Skills: Ability to read and interpret documents such as safety rules, operating and maintenance instructions and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of members or employees of the organization.
Mathematical Skills: Ability to add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions and decimals. Ability to understand the basic accounting and payroll principles.
Reasoning Ability: Ability to apply common sense understanding to carry out instructions furnished in written, oral or diagram form.
Physical Demands: Must be able to thrive in a typical office environment, when the majority of the time is spent in a sitting position. Must be physically and mentally able to safely function in all aspects of this position and be of the highest integrity, with personal habits above reproach.
