The Modesto Irrigation District is currently recruiting to fill one full-time regular vacancy in the Human Resources Division to perform a variety of responsible and professional analytical duties in support of the District’s employee and labor relations activities including but not limited to performance management, workplace investigations, grievances and other formal proceedings, bargaining, and policy interpretations; to provide advice to District managers and staff on a wide variety of labor relations topics; to provide administrative assistance to the Human Resources Manager; to conduct/coordinate the disability leave and job accommodation interactive process, as assigned; and to plan, organize, review, and perform the more complex professional analytical duties for the classification series and supervise assigned staff.

Duties may include, but are not limited to, the following.
Provide District officials, division managers, and employees with appropriate information, technical assistance, and recommendations regarding a variety of labor and personnel management issues.
Counsel managers and supervisors on methods of addressing performance concerns with employees, including the appropriate use of performance evaluations, corrective action, EAP-directed referrals, performance improvement plans and involuntary terminations.
Analyze, interpret, and explain provisions of labor agreements, labor law, and District policies/procedures regarding labor relations issues; coordinate related actions and outcomes with all involved parties as required.
Ensure or assist in the consistent and uniform application of the disciplinary process District-wide when required; advise department managers and supervisors regarding their options and recommend an appropriate course of action; participate in fact-finding investigations as assigned; evaluate evidence; assist managers in implementing disciplinary actions where needed.
Participate in the meet-and-confer process, either during the labor contract negotiation process and/or on individual matters; meet with division managers in order to identify management concerns and possible resolutions; analyze the impacts and costs of proposals and assist with making recommendations for District positions.
Implement or assist with grievance processes and/or advising and representing the division managers regarding grievances; investigate issues and develop remedies; provide training programs for managers, supervisors, and others regarding employee and labor relations issues.
Analyze and evaluate highly confidential and sensitive personnel matters, information, or evidence related to bargaining or meet and confer grievances; organize supportive evidence, background information, and documentation; prepare statements of issues/charges and recommend appropriate action.
Participate as a member of the District negotiations team in collective bargaining as assigned; assist in the development of District collective bargaining proposals and responses.
Review, analyze, and evaluate the impact of regulatory and operational requirements upon the District's employee-relations activities; coordinate revisions to District and employee relations policies resulting from negotiated contracts and agreements.
Compile and analyze data and make recommendations on policies and procedures; conduct surveys and perform research and statistical analysis on administrative, fiscal, and operational problems.
Research and interpret labor contract language, personnel rules and regulations and labor law for District departments, employees, employee organizations, job applicants, and the general public.
Prepare a variety of administrative and technical reports and correspondence including Board of Directors communications and make presentations as assigned.
Serve as project lead for special projects; participate in the selection of consultants and vendors; review and approve the work of consultants and vendors.
Answer questions and provide information to the public; investigate complaints and recommend corrective action as necessary to resolve complaints.
Evaluate operations and activities of assigned responsibilities; recommend improvements and modifications; prepare various reports on operations and activities.
Recommend and participate in the implementation and improvement of policies and procedures.
Represent the division to outside professional organizations; participate on cross-functional teams.
Coordinate internal and external compensation and benefit studies for labor relations purposes.
Conduct/coordinate the disability leave and job accommodation interactive process using strong problem- solving skills; analyze essential job functions as compared to restrictions; develop recommendations for on-the-job accommodations; consult and coordinate with appropriate decision- makers the ability to accommodate and document the interactive process.
Develop schedules and methods to accomplish assignments ensuring work is completed in a timely and efficient manner.
Build and maintain positive working relationships with co-workers, other District employees and the public using principles of good customer service.
Maintain confidentiality.
Plan, prioritize, and review the work of assigned professional, technical, and administrative support staff.
Participate in the recruitment and selection of staff; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures and conduct performance evaluations.

Education and Experience
Education:
A Bachelor’s degree from an accredited college or university in human resources, business administration, public administration, or a directly related field.
AND
Experience:
Four years of highly responsible experience performing complex labor relations duties appropriate to the level of this position (at a level minimally comparable to Labor Relations Analyst II). Two years of supervision experience desirable. Public sector labor relations experience highly desirable.
