Assists in the overall management of a large departmentâ™s human resources function. Assists in directing, planning, and coordinating aspects of Human Resources to include employment, compensation, administration of benefits, employee relations, and reporting, for a large department.
Job Description
Primary Duties & Responsibilities
Plays a critical role in the Departmentâ™s recruitment and hiring practices to ensure standards are met. Reviews and coordinates with WUSM Human Resources any action regarding salary adjustments and job classifications.
Human Resources
Serves as liaison to WUSM Human Resources department regarding job classifications and compensation issues.
Assists administration and management with the development of job descriptions for new or reorganized positions. Ensures that new positions are approved/budgeted, with proper documentation and posting. Screens applicants as requested.
Works with administration and management to develop appropriate job postings and assists with recruitment efforts, coordinating with WUSM Human Resource office as appropriate. Reviews/places job postings and ads for open positions as needed.
Reviews and/or makes management and administrative recommendations regarding new hires and transfers, reviewing qualification of applicants and employment offers for adherence to Departmental and University guidelines.
Recommends starting salary for new hires, considering qualifications, market conditions, Departmental guidelines and internal equity.
Verifies references as requested by administration/management for new employment candidates. Ensures documentation for required certifications, licensures, etc. in accordance with the requirements of the position.
Reviews, and/or prepares as requested, faculty and staff recruitment packages, offer letters, and terminal notices to ensure compliance to standards set by the university.
Assists the Departmentâ™s VISA issues. Arranges training and special education programs for key department personnel with regard to relative VISA issues as needed.
Acts as lead in compliance reporting for health and safety and other training requirements.
Assists Senior HR Manager in completing department surveys, labor reporting, and gathering data for departmental analytics and performance appraisals and compensation.
Assists Senior HR Manager with departmental training programs for managers, faculty and staff. Coordinates with new hires to attend WUSM new employee/manager orientation. Coordinates WUSM training regarding employee relations issues, VISA issues, WUSM policies, etc.
Acts as backup to Senior HR Manager with providing administration and management expertise, guidance and resolutions in complex personnel issues in conjunction with WUSM Human Resources. Handles extremely sensitive and confidential employee relation matters. Seeks guidance and input from WUSM and general counselâ™s office as appropriate.
Assists Senior Human Resources Manager regarding compensation adjustments or promotions. Compiles data, prepares and analyzes special complex reports for the Department Chair and the Executive Director related to pay equity, gender equity, minority reporting and appropriate staffing levels as required.
Assists Senior HR Manager with reviewing termination recommendations and recommends severance plans as appropriate in conjunction with WUSM Human Resources.
Coordinates with WUSM for administration and management training in the appropriate handling and documentation of employee relation matters. Periodically reviews employee evaluations and provides training and advice to management as needed.
Establishes processes to ensure timely completion of employee evaluations and Performance Improvement Plans.
Develops and implements procedures to ensure appropriate licensures and credentialing for faculty.
Marketing and Branding
Serves as liaison with Marketing to enhance the Human Resources department communication and available resources on the intranet.
Collaborates with the Marketing team to feature postings on social media accounts.
Updates published policies and procedures on MIR intranet.
Assists management team to publish âœbest practicesâ for staff.
Assists management to develop training for staff regarding HR and Payroll (in collaboration with Payroll manager) issues. Create communication plans for staff awareness and attendance of training sessions.
Assists Senior HR Manager to conduct staff training sessions.
Payroll
Collaborates with Payroll Manager with services provided by Central Payroll for the Department ensuring appropriate payroll and appointments are completed and approved by the deadlines. Continuously monitors, directs and analyzes payroll operations throughout the Department. Acts on behalf of the Department when establishing processes for streamlining procedures and workflow for payroll processing and reporting. Directly supervises payroll staff.
May assist with entry and/or validate entries for payroll at change of fiscal year with high volumes at that time.
Monitors and reviews individual requests for FMLA, tuition reimbursement, and workerâ™s compensation in conjunction with WUSM Human Resources making recommendations and taking appropriate action as necessary.
Assists in selection and development of staff. counsels, evaluates, disciplines and discharges personnel, when necessary, as assigned by the Senior HR Manager.
Assists and coordinates faculty, fellows, post-doc and staff payroll and appointments.
Evaluates processes across each functional area for payroll and human resources to ensure efficiency and maximum automation. Recommends and implements processing improvements for payroll and personnel functions.
Miscellaneous
Backup for various other members of the HR team when absent.
Other duties as assigned.
Preferred Qualifications
Bachelorâ™s degree and minimum of three years of human resources experience highly preferred.
Healthcare experience is desirable.
Detailed knowledge of HR policies, procedures and compliance requirements.
Expertise regarding management of human resources, payroll and overall personnel management.
Ability to exercise appropriate discretionary judgment in a politically sensitive environment.
Ability to establish effective working relationships in the absence of direct authority.
Ability to interact with individuals at various levels including physicians, senior university staff, hospital and health system executives and employees.
Ability to manage multiple tasks.
Strong written and verbal communication skills and excellent organizational and planning skills.
PC software knowledge.
Excel and Word Perfect skills.
Required Qualifications
Bachelors degree in human resources or related field and 3 year's experience in human resources administration, training, Workday and general payroll/accounting..

Salary Range
$55,600.00 - $94,900.00 / AnnuallyThe salary range reflects base salaries paid for positions in a given job grade across the University. Individual rates within the range will be determined by factors including one's qualifications and performance, equity with others in the department, market rates for positions within the same grade and department budget.
