The University Investigator (Anti-discrimination, Title IX, and Human Resources) conducts thorough, timely investigations into allegations of policy violations. The investigator advances institutional goals in anti-discrimination, Title IX, sexual misconduct, prevention, and response, and human resources as described in University policy by utilizing best practices interview and investigative methods to conduct interviews, collect documents, analyze facts based on legal and policy standards, and make findings and conclusions related to alleged policy violations. The investigator shall complete reports advising decision-makers on recommended responsibility and resolution according to policy and past practices.
As a condition of employment, Duquesne University requires all new employees —full-time and part-time, including adjunct faculty—to get a COVID-19 vaccine and provide proof of their vaccination upon commencement of employment.

DUTIES AND RESPONSIBILITIES:
In conjunction with the Director of Anti-discrimination, conducts anti-discrimination investigations according to TAP 30. Manages assigned cases to ensure the prompt timing of completing the investigation process; provides outreach and accommodations for inquiries relating to discrimination; conducts prompt and thorough investigations, ensuring compliance with all applicable laws; ensures a well-documented investigation process, analyzing information and working with the appropriate university offices during the course of investigations; maintains accurate and thorough investigatory files and reports; and prepares comprehensive reports of investigation findings of fact and recommendation(s).
In conjunction with the Title IX Coordinator/Director of Sexual Misconduct, Prevention, and Response, conducts investigations according to TAPS 31 and 61. Manages assigned cases to ensure the prompt timing of completing the investigation process; provides outreach for inquiries relating to alleged policy violations; conducts fact-gatherings and investigations as required under TAP 31 and 61, ensuring compliance with all applicable laws; ensures a well-documented investigation process, analyzing information and working with the appropriate university offices during the course of investigations; and maintains accurate and thorough investigatory files and reports.
Conducts complex HR Complaint and employment-related investigations. Manages assigned cases to ensure the prompt timing of completing the investigation process; conducts prompt and thorough investigations, ensuring compliance with all applicable laws; ensures a well-documented investigation process, analyzing information and working with the appropriate university offices during the course of investigations; maintains accurate and thorough investigatory files and reports; and prepares comprehensive reports of investigation findings of fact and recommendation(s).
Provides information to faculty and staff regarding current policies and procedures, administrative processes, and addresses a variety of issues and/or provides general support.
Provides educational outreach, training and assists in the development of marketing and educational materials related to legal landscape of civil rights regulations, sexual misconduct, employment laws, and guidelines in conjunction with relevant offices and legal affairs; coordinates assessment efforts on education and training programs and collaborates with others on surveys to assess university climate.
Continuously maintains current information regarding federal and state laws and regulations, as well as integrates best practices in investigations; maintains current information relating to employment policies and procedures for faculty and staff under Civil Rights/ Title IX; ensures that university-related information is readily available on all aspects of discrimination /Title IX. Serves on related committees and panels as requested; collaborates with the designated supervisor and/or staff across the university.
Completes other duties as assigned.
Minimum qualifications:
Minimum of 3 years of experience as EEO, discrimination, Title IX, or employment-related sexual misconduct/harassment investigator OR recent law school graduates who have completed course work in employment law, discrimination law, or Title IX OR lawyers with practice experience in relevant area of practice.
Preferred qualifications:
Doctorate from an ABA accredited school. Three years of recent and substantive experience in conducting employment-based discrimination and harassment investigations or employment litigation. Experience in higher education.
Alternately, the successful candidate may possess any equivalent combination of experience and training, which provides the knowledge, skills and abilities required to perform the essential job functions. This includes, but is not limited to, the following:
Knowledge of federal and state laws pertaining to federal/state compliance, discriminatory practices, sexual misconduct and employment discrimination, including but not limited to Title VII, Title IX, ADEA, Violence Against Women Act (VAWA) and the Americans with Disabilities Act. Professional and effective oral and written communication skills including skill in writing concise, logical and analytical reports to convey complex issues. Strong public speaking and presentation skills.
Ability to manage multiple projects and caseload of civil rights and Title IX grievances in a prompt, effective, and equitable manner.
Ability to maintain a high level of confidentiality.
Strong work ethic and attention to detail; Highly motivated, self-directed execution of routine and special projects.
