Reporting to and working with the Associate Vice President of Human Resources, the Human Resources and Employee Relations Specialist’s primary responsibility will be to lead and manage the College’s labor and employee relations matters. This includes, but is not limited to, developing policies, programs, practices, and procedures and providing guidance for all labor and employee relations, and government compliance. Additional responsibilities will include training and development.
ESSENTIAL FUNCTIONS
Serves as the primary contact for interpretation of any Memorandum of Agreement (MOA), labor contract and administration, including grievance resolution, among other related tasks.
Work with the AVP, HR to define bargaining goals and principles, understand cultural impacts, and develop approaches and strategies for resolutions.
As the primary liaison for the union, establishes and cultivates professional, productive, collaborative and collegial relationships with internal and external union representatives.
The incumbent will listen, learn, and understand the needs of the College community and the mission that drives our culture to lead the day-to-day administration, execution, and interpretation of the collective bargaining agreement, including grievance procedures and dispute resolution.
Hears and investigates all grievances and union claims of potential unfair labor practice charges; gathers information from relevant departments to assess the merits of the claims under the collective bargaining agreement; prepares responses with clear and concise recitation of the facts, applicable law or contract provisions, appropriate analysis, and provides recommendations to the AVP of HR for courses of action.
Responsible for the annual sexual harassment prevention training to staff, faculty and student workers.
Conduct investigations related to those of harassment and discrimination, act as primary investigator. Partner with Title IX Coordinator on related investigations.
Assist Director of Human Resources in the development and facilitation of training programs and systems for the College.
Maintain current knowledge of relevant political, economic, legal, labor and market developments and trends.
Serve as back-up to the HR Generalists for the administration of LOA, accommodations, and the interactive process.

Exceptional organizational skills and attention to detail, proven by the ability to drive projects to successful completion with minimal supervision.
Reliability in handling confidential information and exercising appropriate judgment and strong business acumen in executing tasks.
Ability and willingness to problem solve, prioritize, negotiate and juggle changing deadlines.
Advanced knowledge of applicable state and federal laws and court decisions regarding labor and employment-related matters.
Communicates clearly and persuasively in all situations; demonstrates group presentation skills and conducts efficient meetings. Spanish speaking ability strongly desired.
Actively promotes and personally observes safety and security procedures and uses equipment and materials properly.
Basic Qualifications: Bachelor’s degree in Human Resources, Labor Relations, Business Administration, or other related field from an accredited college or university. A minimum of 5 years of experience working in labor and employee relations. 3-5 years of prior HR Generalist experience is a plus.
Licenses/Certifications: SPHR/PHR, SPHR-CA/PHR-CA, certification is highly preferred.

Supervisory Responsibility: None
Work Model: The regular hours for this position are 8:00 am to 5:00 pm, Monday through Friday. These hours may vary due to the needs of the College or department particularly as an exempt staff member. This position is eligible for hybrid work schedule.
Anticipated Starting Salary: $85,000
The salary of the finalist(s) selected for this role will be set based on a variety of factors, including but not limited to, internal equity, experience, education, specialty, and training.
