Position Summary:
The Division of Finance and Administration (DFA) provides services and support to over 50,000 students, faculty, and staff with the mission of advancing UCI's brilliant future and the vision of becoming world-class campus partners. DFA serves the university as planning partners, problem solvers, and solution providers-striving to make it as easy as possible for people to get the services they need, when they need them. The Support Services department of DFA works to create greater efficiency, effectiveness, engagement, compliance, and potential cost savings to the division while implementing process improvements and optimization of resources across the functional areas of Human Resources, Emergency Management, Business Services, Risk Services, and Transportation and Distribution Services.
Under the general guidance of the HR Business Partner, manages DFA's divisional HR operations and staff primarily responsible for administering personnel policies, programs, procedures, and compliance across the diverse unit of professional, technical, and administrative staff, both non-represented and represented, of approximately 800, including 5 separate unions. Is a consultative resource to the division on HR practices, policies, processes, programs and people-related solutions, including employee and labor relation matters. Receives assignments in the form of objectives and determines how to use HR resources to meet schedules and goals. Performs the role as the Campus Personnel Officer (CPO) for DFA including overseeing HR operations, HR system transactions, as well as serving as the key interface for labor relations matters. Reviews and collaborates with the DFA HR Business Partner (HRBP) and divisional leadership on recommendations and appropriate implementation for HR programs across the division. Provides guidance to subordinates to achieve goals in accordance with established policies and encourages continuous improvement to optimize both employee and leadership experience, as well as outcomes. Erroneous decisions or failure to achieve goals results in additional costs and personnel, and serious delays in overall schedules, as well as risk of operational and legal compliance and impact on employee morale.

7 or more years of HR generalist experience or a combination of 7 years in multiple HR disciplines, which must include 3 or more years of labor relations experience.
Bachelor's degree in Human Resources, Organizational Leadership, Business, Industrial/Organizational Psychology or related area and / or equivalent experience / training.
Advanced experience cultivating a team-based work environment with skill to work independently, effectively juggle priorities, and make decisions with ongoing changes and interruptions. Skill to analyze situations and data, define problems and trends, form objective conclusions, and make recommendations and alternative solutions. Strong communication skills with a diversity of communication styles; including verbal and written presentations to explain policies, procedures, practices, and decisions to various audience levels. (Bilingual Spanish preferred). Ability to make decisions regarding hiring, evaluating, and developing subordinates, as well as skills to coach other leaders of same. Strong management skills that include collaboration, coaching and developing staff and ability to build collaborative relationships across staff, leadership, centralized HR colleagues, as well as union representatives and other internal and external stakeholders. Ability to maintain high level of confidentiality and establish credibility, trust, and influence with all levels across the division. Broad knowledge of multiple HR disciplines and best practices, including compensation, recruitment, employee/labor relations, performance management, absence management as well as federal and state employment laws and regulations within a university/higher education setting or similarly complex organization. Advanced experience managing employee and labor relations matters with both non-represented and represented workforce. Demonstrated ability to handle extremely difficult or volatile situations / individuals effectively, including deployment of conflict resolution techniques. Strong analytical and technical skills to prepare HR-related reports and meaningful analytics.
Preferred:
HRCI (SPHR) or SHRM (SHRM-SCP) certification preferred.
Thorough understanding of the unit goals and ability to determine the best way of achieving unit goals. Broad knowledge of organizational change management principles, and ability to both manage, and help others manage ambiguity. Specific knowledge and experience working with collective bargaining agreements with unions represented across DFA (AFSCME, K9, FUPOA, TX, CX). Direct knowledge of specific HR functions, workflow, and operations using UCPath systems.

Availability outside regular office hours for emergencies and urgencies Must have a valid CA driver's license and participate in the DMV Pull-notice program Must comply with UC Vaccine Policy Weekly hybrid schedule of both on-site and remote work days.
