The Director I, Division of Human Resource Services (HRS) at the Los Angeles County Office of Education will assist the Chief of Human Resource to provide leadership and coordination for the division and will work closely with the Chief of Human Resource to plan, organize, and manage the development of strategic operational plans for personnel assignments, transfers, employee record management, layoff functions, investigations, and other related activities. The Director I shall direct, manage, and supervise the certificated and classified human resource operational staff; provide direction, monitor, review, and audit personnel management programs and project goals and objectives to ensure compliance with the strategic planning processes; provide human resource information, consultation, training, and dissemination of documentation and materials concerning personnel management programs and project components. The Director I shall implement strategies to ensure budgetary compliance; plan, organize, and develop operational policies, guidelines, and procedures; evaluate the effectiveness of new human resource programs and projects. The Director I shall coordinate, monitor, and review programs and project services to ensure compliance with state and federal legal mandates, regulations, and guidelines; and perform other related duties as assigned.
SUPERVISION RECEIVED AND EXERCISED:
The Director I will be supervised by the Chief of Human Resource of the Division of HRS. Responsibilities include direct and indirect supervision of management, technical, and clerical personnel.
EXAMPLES OF DUTIES:
Duties may include, but are not limited to, the following:
• Plan, organize, and direct the internal personnel management operations, including the preparation of job announcements, and the recruitment, examination, selection, and assignment of certificated teaching and management staff.
• Manage the reduction in force (RIF).
• Oversee employee orientation and position control functions of HRS.
• Oversee management operations, including job offers, assignments, employment processing, transfers, and layoffs.
• Facilitate and conduct neutral fact-finding investigations and prepare reports.
• Provide leadership to the personnel management and human resource staff in the design, development, and administration of modern human resource programs and services.
• Act as a liaison to union leaders to resolve employee complaints and concerns in a collaborative setting.
• Collaborate the development and negotiation of collective bargaining agreements and administer, monitor, and review employee/employer problems, issues, and concerns to ensure compliance with contractual agreements.
• Plan, organize, administer, and participate in staff development, in-service training programs, and presentations pertaining to human resources, personnel management planning, service projection, and forecasting.
• Plan, organize, and develop management reports to communicate personnel management operational milestones, goals and objective results.
• Work closely with Labor Relations team to conduct neutral fact-finding investigations and prepare reports.
QUALIFICATIONS:
Knowledge of:
• Principles and practices of human resource administration, including the development of certificated personnel administration, in such areas as employee selection procedures, performance evaluation, recruitment, credentialing, job analysis, salary administration, collective bargaining, administrative judicial proceedings.
• Applicable federal, state and local laws, propositions, regulations, guidelines, standards, and related provisions of laws including the Affordable Care Act, California Education Code, Government Code, Equal Employment Opportunity, Americans with Disabilities Act, Equal Pay, Fair Labor Standards, Fair Employment and Housing, Educational Employment Relations (Rodda) Acts.
• Effective counseling techniques and human relations principles.
• Familiarity with numerous regulatory agency guidelines, content of collective bargaining agreements, contract law and organizational leadership.
• Public education, school governance, and state and federal mandates related to the management of a district and county office of education.

EXPERIENCE AND EDUCATION:
Experience:
Five (5) or more years of comprehensive, directly related, and progressive administrative experience. Three (3) years as a site principal or district/county office administrative experience in human resources and personnel management is highly desirable.
Education:
A Master’s degree in education, personnel administration, or a closely related field from an institution of higher learning accredited by the Council for Higher Education Accreditation.
LICENSE OR CERTIFICATE (Must attach a detailed certification/credential with document number to application):
Possess and maintain a valid supervisory or administrative credential. Applicants with credentials not recorded with the Los Angeles County of Education must submit written evidence of appropriate credentials or eligibility.
