Departmental Overview
The Department of Electrical Engineering and Computer Sciences (EECS) in both the College of Engineering and the Division of Computing Data Science and Society (CDSS), is the largest department on the Berkeley campus consisting of over 130 faculty, adjunct, active emeriti and PIR appointments, 3,500+ undergraduates both in the College of Engineering and Letters and Science,800+ graduate students, and 60+ staff members. EECS programs are consistently ranked in the top three by many measures, including U.S. News & World Report's national and global ranking. Annual operating budget not including research expenditures for EECS is $40+ million.
The Department is actively engaged in teaching and research in the disciplines of Artificial Intelligence, Computational Biology, Databases, Graphics, Hardware / Architecture, Human-Computer Interaction, Operating Systems / Networking, Programming Systems / Software, Scientific Computing, Theory, Vision (in Computer Science) as well as Biosystems, Communication/Networking, Communications/Physical Layer, Control, Design, Modeling, and Analysis, Electromagnetics/Antennas, Integrated Circuits, Optics, Physical Electronics Devices, Physical Electronics/MEMS, Optoelectronics, Energy, Robotics, Signal Processing for Image & Video, Signal Processing for Speech & Audio (in Electrical Engineering). Computer Science operates research and instructional laboratories in Soda Hall and Sutardja Dai Hall, and Electrical Engineering operates like facilities in Cory Hall and Sutardja Dai Hall. EECS also has a significant technical staff support structure to provide support for research and instructional laboratories and fabrication facilities.
This position manages academic personnel (AP) cases and projects partnering closely with the CS Division Senior Academic Personnel Manager. Responsibilities include analyzing, recommending, developing, implementing, administering, coordinating, and/or evaluating academic human resources policies, labor contracts, statutes, programs, and procedures covering one or more of the following: academic recruitment, appointment, and advancement; compensation and salary administration; faculty welfare programs; conflict of commitment reporting; visa procurement; benefits; payroll.

Responsibilities
50% Academic Personnel Case Review - Senate Faculty:
Independently facilitates/manages academic case review process, identifying issues relating to policy and academic advancement.
Reviews and analyzes candidate materials submission for conformance to policy and ensures that materials are complete
Drafts chair's recommendation for faculty appointment and merit cases, employing analysis of submitted materials and presenting summary and analysis of research impact, teaching and mentoring, and university and professional service activities.
Manages the submission and review of personnel actions to ensure that the final decisions are communicated accurately and timely.
Ensures adherence and submission to established College and APO deadlines.
Advises on visa eligibility and procurement. Anticipates and identifies issues relating to visa eligibility and collaborates with cross-functional units to resolve the issues.
30% Senate Faculty Recruitment:
Leads the academic search process, including placement of ads, drafting of search plans, and conducting the initial screening of materials submitted.
Manages all aspects of senate faculty recruitment working with the faculty search chair and committee
Drafts search plans and reports in a timely manner
Attends committee meetings to offer policy guidance in compliance with the Office of Faculty Equity and Welfare (OFEW) search requirements and facilitates shortlist approval.
Coordinates candidate visits, including interview schedules, travel arrangements, A/V and room reservations.
15% Academic Personnel Administration:
Provides important counsel to Senate and non-Senate faculty and other academic staff concerning moderate to complex work-related problems.
Interprets complex academic personnel policies, procedures, and practices from a variety of sources; determine relevancy of appropriate policies to find creative solutions to academic personnel issues.
Onboards new senate faculty, providing counseling on benefits, payroll, policy, and visa procurement. Ensures new faculty have access to systems, email, EECS account, and website.
Works with ERSO HR/ Payroll Team to request late payments, process overpayments and other payroll issues.
Drafts divisional recommendations for off-cycle FTE requests.
Provides high level analytical support to CS Division Senior Academic Personnel Manager on various AP projects as needed, utilizing appropriate campus systems.
Conducts department business at the highest levels of discretion and maintains strict confidentiality.
5% Data Management, Integrity, and Organizational Efficiency:
Processes Merits, Promotions, and Retention actions in the UCPath system for CS divisional faculty. Ensures adherence to payroll deadlines and blackout periods.
Reviews administrative procedures and makes recommendations for more efficient and effective academic personnel process within the department/division
Ensures that COE AP Database records for CS division are updated and accurate. Creates records for new faculty.
Conducts audits of CS Division faculty payroll records to ensure accuracy.
Oversees and monitors faculty files and records, ensuring the integrity and confidentiality of the CS division academic personnel files as required by Federal Law and Senate by laws.
Required Qualifications
Bachelors degree in related area and/or equivalent experience/training.
Experience with academic personnel matters and in-depth knowledge of and ability to apply/interpret campus and college policies and procedures that govern academic HR.
Thorough knowledge of systemwide and organization policies, union contracts, procedures and practices that govern academic HR administration.
Advanced communication and interpersonal skills to communicate effectively with faculty and staff, as well as external constituents, both verbally and in writing. Excellent editing skills.
Excellent critical and innovative thinking to address moderately complex issues and present nuanced analyses.
Detail oriented with the ability to accomplish work with a high degree of accuracy.
Ability to use sound judgement in responding to issues and concerns.
Ability to take initiative, set priorities, and successfully manage competing deadlines and assignments.
Ability to conduct Department business at the highest levels of discretion and maintain strict confidentiality.
Preferred Qualifications
Experience with campus academic personnel systems such as APBears, APRecruit, UCPath, and UCOATS.
