The Chief Human Resources Officer plays an integral role in providing strategic guidance and oversight in the design, implementation and maintenance of HR processes in order to promote operational excellence through strong HR service delivery. This position oversees and is responsible for the performance of all HR functions such as recruitment and retention, compensation management, leave and benefits administration, performance management, HRIS and data analytics, employee and labor relations, policy development and HR compliance. Through collaboration and strategic partnerships, this position drives continuous process improvement and critical support to the College in achieving its strategic objectives and meaningful mission.
PRINCIPAL DUTIES AND ESSENTIAL FUNCTIONS
Job duties specific to this position:
Serve as a performance driven leader to build productive relationships and collaboration with a strong focus on motivating and developing talent while leading by example.
Provides insights into HR best practice through oversight of all HR functions, procedures and compliance.
Develops, recommends, and leads the implementation of effective HR strategies and standard operating procedures to support the achievement of overall organizational strategic and operational objectives.
Partners closely with leaders throughout the organization to ensure strong HR service delivery in order to meet department, division and institutional goals.
Functions as a strategic advisor and consultant to Senior Leadership, including the President, as well as other College leaders regarding complex employee relations issues, employee development opportunities and other HR related matters. Act as sounding board and coach with the ability to influence to achieve best outcomes.
Partners with senior leaders to develop both short term and long-term strategies which directly support the business objectives and priorities.
Partners as needed with external legal counsel to ensure organizational compliance with all federal, state and local laws related to employment.
Acts as the College's EEO/AA Officer.
Collaborates with various leaders, committees and employee groups on campus to address critical cultural matters, including diversity, equity and inclusion in order to promote equitable practices and an inclusive culture.
Manages all executive contracts and compensation, which includes providing guidance and advice to the President during negotiation terms and managing executive benefits such as 457b plans, 457f plans, executive disability insurance plans, retention bonuses and other voluntary benefits.
Oversees and is responsible for the administration of employee benefit programs including but not limited to medical, dental, vision, life, and disability insurance, supplemental life, other voluntary benefits, 403(b) retirement plan, vacation, sick leave, and all federal and state leave benefits.
Serves as plan administrator and fiduciary for certain benefit programs.
Manages all compliance audits, filings and notice distributions related to benefit programs such as non-discrimination testing, 5500 filings, SARs, etc.
In collaboration with third party benefit administrators, monitors competitive market forces around compensation, benefits, and other aspects of the employee experience, to be sure the organization has the information to respond in a proactive fashion to provide competitive and equitable rewards, compensation and benefits for employees while meeting the financial and performance goals of the organization.
Oversees HR compensation practices and maintenance of institution's compensation structure by ensuring competitiveness with the external market and managing issues of internal equity.
Develops, interprets and maintains organizational policies and procedures to ensure required updates in the employee handbook and other policies are included to ensure legal compliance is maintained and the mission and strategic vision are clearly communicated via policy language.
Remains current with changes in human resources and employment law and manages relationships with state and local regulatory agencies.
Partners with Controller and Finance team to support in the preparation of annual budget and reporting as it relates to compensation and benefits.
Ensures HR talent strategy effectively supports the organization by analyzing staffing needs and ensuring the recruitment and retention practices are properly aligned.
Oversees all labor relations functions for the institution including contract negotiations, managing grievance procedures and managing the primary communication with union business agents to resolve various matters.
Manages all immigration cases which includes H1-B sponsorship and green card applications/processing to ensure federal compliance.
Oversees and optimizes HRIS processes and procedures for the organization by providing timely and accurate data analysis and reporting as it relates to human resources issues for the organization.

Performs a variety of related duties as assigned.
Bachelor's degree in HR, Business Administration, or related field, or equivalent experience required.
Master's degree in HR, Business Administration, or related field, or equivalent experience preferred.
10 years' experience in human resources with 5+ years in an HR leadership role required.
5+ years in managing employee relations matters.
PHR, SHRM-CP or SPHR Certification in good standing preferred.
Demonstrated leadership and management of HR operations.
Proven experience and skill in leading and mentoring a diverse group of HR professionals to achieve organizational goals, effectively managing projects and delegating responsibilities efficiently in a fast-paced, customer service focused environment.
Excellent verbal and written communication skills.
Strong ability to translate strategic direction and business goals into day to day processes, with an emphasis on continuous improvement.
Demonstrated track record of interacting with all levels of management, staff, and outside contacts professionally.
A positive attitude with exceptional teamwork and strong interpersonal skills.
Ability to use PC and widely used software packages, including Microsoft office applications and HRIS systems experience.
