The Intercollegiate Athletics Department (ICA) has an outstanding opportunity for a Human Resources Department Manager/Administrator to join their team.

This position reports to the Senior Associate Athletic Director for Human Resources and works in collaboration with the human resources team to provide support to the Intercollegiate Athletics Department (ICA).
Independently perform a variety of complex and confidential human resources functions. Provide expertise, consulting, and training regarding recruitments, classifications, and compensation. Administer regulatory compliance interpreting and clarifying rules, laws, policies, and procedures. Develop continuous process improvements and best practice human resource solutions. Serve as a liaison with campus partners including UW Human Resources, Compensation, and the Integrated Service Center.
DUTIES AND RESPONSIBILITIES
Position Management The Human Resources Manager will oversee temporary employment programs. This includes temporary hourly positions in classified job profiles, professional staff temporary and limited term positions, and student hourly positions. It also includes volunteers, contingent workers, and payment of learner/trainee stipends. This position will not manage day of game event staff. Provide direction and counsel regarding employment programs, classification determination, and compensation. Reference collective bargaining agreements to maintain compliance and respond to inquiries from department managers and employees. Manage tracking of positions and related employment records. Provide documentation and reports as needed. Request Workday security roles and supervisory organizations through the Integrated Service Center. Provide Workday information, training and resources to managers and staff.
Recruitments, Hiring, and On/Offboarding Collaborate with department managers regarding staffing, hiring, and recruiting strategies for the temporary employment programs. Provide guidance and assistance with the development of position descriptions, job postings, and advertisements. Advise on policies and best practices. Ensure budgetary approval and funding. Manage job creation and recruitment processes in the University’s Workday and UW Hires systems. Coordinate with campus HR on background checks and related hiring requirements. Guide managers through the process including compensation decisions to ensure internal pay equity. Evaluate and manage the hiring process for volunteers, contingent workers, and learner/trainees. Conduct onboarding of new employees. Provide appointment letters or other documents, as applicable. Complete required verifications. Provide information, instruction, and resources on the use of Workday. Resolve any onboarding questions. Maintain internal personnel records. Promote a positive and welcoming onboarding experience. Oversee the process for departing employees. Ensure the return and security of University property. Update related personnel records and manage in accordance with UW Records Retention policies.
Payroll Management Manage, track, and audit payroll, compensation, and costing allocations for temporary populations. Submit compensation, costing, or other changes as approved by management. Prepare Workday reports and verify transactions. Research and respond to earnings and paycheck inquiries. Resolve discrepancies and assist with overpayment calculations and recovery, retroactive payments, or payroll adjustments. Provide support for permanent staff payroll transactions. This may include researching and responding to earnings and paycheck inquiries. Resolving discrepancies and assisting with overpayment calculations and recovery, retroactive payments, and payroll adjustments. Assisting with processing various one-time payments. Serve as Glacier Tax Compliance liaison between the ISC/Payroll Team and non-resident alien temporary employees.
Time and Absence Management Serve as the Workday HCM Initiate 2 and Time & Absence Initiate. Oversee time and absence tracking for all Intercollegiate Athletics temporary populations. Manage data processing, record-keeping and auditing. Provide temporary employees and managers of temporary employees with guidance and resources in using the Workday system, including submitting entries, and reviewing records for accuracy. Communicate regarding work schedules, holidays, leave balance accruals, and deadlines. Provide education and assist in the interpretation and application of federal, state, UW and collective bargaining policies and procedures. Perform audits to ensure compliance. Prepare and analyze Workday reports to ensure timely entry, submission, and approvals within payroll deadlines. Research and respond to timekeeping inquiries. Resolve discrepancies and assist with time, absence, or work schedule adjustments. Monitor positions and hours as applicable for the employment program. Prepare and analyze intermittent and year-end reports.
Operations Respond to requests for employment verifications, salary surveys, and public records requests. Manage and update staff lists and directories. Manage a UW Procurement Card for recruitment related expenses and reconcile monthly reports. Identify and implement continuous process improvements. Promote education and consistency of practice throughout the department. Perform other duties as assigned. Compliance with the rules and regulations of the University, the NCAA, the Pac-12 Conference, the State of Washington and any other governing body is of paramount importance to the University. The overall responsibility of this position is for the successful operation of the program in full compliance with all such rules and regulations. As a condition of employment, the Employee shall be required to participate in rules education programs offered by the Department of Intercollegiate Athletics.
MINIMUM REQUIREMENTS
Bachelor’s degree in Business Administration, Human Resources, or a related field. Two years of experience in human resources.
Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.
ADDITIONAL REQUIREMENTS
Ability to analyze, interpret, and apply complex rules and regulations regarding employment. Experience with problem solving through effective communication and the ability to find innovative solutions to achieve goals. Demonstrated ability to exercise discretion and maintain confidentiality. Efficient computer skills using Microsoft Office products, database, and other online tools. Proficient written and verbal communications skills. Ability to work with multiple priorities and deadlines.
DESIRED QUALIFICATIONS
Working knowledge of Workday HR/Payroll systems and security roles. Knowledge of federal, state, and local employment policies and procedures. Experience managing the full lifecycle of employment.
