Rutgers, The State University of New Jersey, is seeking a Human Resources Manager for Rutgers University Libraries (RUL). Reporting directly to the Vice President for University Libraries and University Librarian (VPUL), this position manages the Rutgers Universities Libraries (RUL) Human Resources department. Rutgers University Libraries employs a workforce of approximately 200 staff and faculty represented by seven collective negotiations agreements and is responsible for five units spanning the state of New Jersey that provide an expansive range of comprehensive library services university-wide.
Among the key duties of this position are the following:
Responsible for providing overall direction of human resources operations and support across all employee types including faculty and non-faculty employees. This includes interpretation of University HR policies/bargaining agreements and academic appointment instructions, providing consultation and advice, and developing and implementing both local and institutional HR strategies and plans within the work unit.
Serves as the principal liaison between the work unit and key University central offices regarding HR-related matters including the University Human Resources (UHR), Office of University Labor Relations (OULR), Office of Employment Equity (OEE), University Ethics and Compliance, University Payroll Services, and Office of University Counsel.
Supervises subordinate human resources staff and is responsible for assuring that the unit's personnel actions and activities are compliant with relevant Federal, State, and University policies and support the institution's equal opportunity and diversity goals.
Communicates effectively and respectfully with varying audiences, and actively communicates with those with differing opinions and differing levels of understanding.
Minimum Education and Experience:
Bachelor's degree in human resources or other relevant field; or equivalent combination of education and/or professional experience.
A minimum of five years' experience in human resources at the managerial level preferably in an academic unit within a higher education institution.
Required Knowledge, Skills, and Abilities:
Excellent analytical communication and interpersonal skills are required.
Must have the ability to work effectively with colleagues and a range of personnel i.e., students, faculty, and staff in a rapidly changing, complex, diverse, and multicultural environment.
Ability to understand institutional cultures and their impact on people and perspectives.
Has an understanding of multiple constituency groups in the University and works to foster relationships.
Must have a firm grasp of university culture and timetables.
Must have the ability to adapt to the needs of the organization and its employees.
Human resources experience at the managerial level in an academic unit highly preferred.
MLS or other relevant advanced degree preferred.
Experience working in a unionized environment and an understanding of labor contracts.
A solid understanding of the University's policy library.
Experience navigating a complex, fast-paced environment with unionized personnel with supervisory oversight.
