We are seeking a Human Resource Specialist who will be responsible for providing professional level human resources support for the Department of Pediatrics requiring independent judgement, analysis and discretion in effecting, executing, and discharging personnel functions. Additionally, this position will work within staff employment, classification, promotions, onboarding, compensation and training and development areas. Thorough knowledge of HR policies, procedures, principles and practices are essential.
DUTIES AND RESPONSIBILITIES
Staffing, Recruitment and Retention: Manage all permanent staff, temporary staff and student staffing from conception to hire. Advise hiring managers on recruitment strategies and best practices. Partner with hiring managers to create position descriptions. Develop and implement policies and procedures to streamline the hiring process. Develop and execute customized talent acquisition/management and recruiting strategies, generating skilled and diverse candidate pools. Strengthen outreach, recruitment, and hiring practices that focus on diversifying applicant pools. Partner with Pediatrics leadership to ensure equitable hiring practices and review of hiring pool diversity. Design and implement new hire orientation and onboarding program. Partner with Division Administrator’s and administrative leaders to implement orientation program for new staff; ensuring new staff understand and comply with Department and University practices and guidelines as well as being welcomed and integrated into the department and/or administrative unit. Create and manage 30/60/90 day reviews for new staff employees.
Employee Engagement, Performance Review and Career Development: Research and analyze data related to staff salaries, hiring trends, appointments, etc., and provide reports and analysis regarding merit, staff retention and reclassification. Manage and implement the staff annual review process and professional staff merit increases for the Department. Create, manage and oversee employee engagement/recognition programs within the Department for staff and faculty. Manage and implement the discretionary leave process for the Department. Conduct and document exit interviews sharing learning and trends across administrative units as appropriate the enhance retention and recognition programs.
Visas: Manage all work Visa needs for foreign nationals within the Department; acting as the liaison between the Department, the foreign national, School of Medicine Administrative Business Center (ABC) and International Scholars Operations (ISO). Develop and maintain close working relationship with the ABC, ISO, internal Department sponsors, as well as current and future visitors as needed to provide assistance to the visa process.
Projects and Procedures: Plan and complete special projects, independently or as a member of a team, including scoping, prioritization, and work allocation/execution. Identify departmental needs, recommend changes, design, and implement improvements. Manage documentation of all staff HR business processes and generate effective solutions that meet the needs of all parties involved. Provide direction to supervisors, faculty, and administrators in assigned areas. May lead work of other employees. Partner with department leadership with managing HR activities to ensure actions and responses are in accordance with applicable rules and regulations. Develop, manage and update Department's Human Resources web page content, researching and evaluating information to ensure accuracy and usefulness to the user audiences. Participate in the School of Medicine’s human resources group. Additional duties as assigned.
MINIMUM REQUIREMENTS
Bachelor’s Degree in Human Resources Management, Business Administration, Communications, or related field. 3-4 years HR experience.
Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.
ADDITIONAL REQUIREMENTS
Knowledge and applicable experience with HR policies, procedures, principles and practices. Personnel and salary administration, recruitment techniques and management. Ability to handle confidential information with tact, discretion, and diplomacy, and to maintain strict confidentiality. Excellent written and verbal communication skills, and strong interpersonal skills; ability to be diplomatic and maintain integrity and reliability. Exhibit a proactive, service-oriented manner and ability to deal effectively with a diverse population. Ability to influence change, develop systems, and work collaboratively in the best interest of the Department, School, and/or affiliate institutions. Highly organized, demonstrated ability to multitask in a consistently fast paced environment in an organized and efficient manner. Self-motivated, flexible, creative, ability to prioritize and be solutions oriented.
