The Human Resources Administrator will administer human resources functions in support of the laboratory’s mission to attract and retain highly qualified staff. The Human Resources Administrator will administer professional training and development programs for all FRIB employees and assist with managing HR operational responsibilities for Staff Support.
Design, maintain, and deliver a structured professional development training program for FRIB Line Management and Staff.
Develop, maintain, and support onboarding programs and processes such as new hire orientation.
Develop, maintain, and support leadership and staff professional development programs which focus on the enhancement of soft skills.
Conduct training needs assessment and identify skills or knowledge gaps that need to be addressed.
Coordinate with training and development vendors for the delivery of purchased services.
Provide administrative support for training initiatives such as preparing materials, scheduling, booking rooms, facilitating virtual meetings, coordinating logistics and/or other needs as they present.
Assist with managing a portfolio of operational responsibilities in relation to Staff Support HR processes as requested.
Perform various processes and transactions related to the employment life cycle (entering, performing, exiting) in compliance with policy and procedure.
Manage content and the data integrity of employee personnel files, HR databases, and other HR records.
Act as a resource for line management and staff to resolve complex problems and/or provide general counsel regarding HR process and procedure.
Assist in the documentation and implementation of HR policies, procedures, metrics, and work instructions to ensure that the laboratory is effective and in compliance with federal, state, and MSU policies and procedures.
Assist with the creation and maintenance of departmental work instructions, trainings, and other operational documentation.
Enhance productivity and reduce liability through improved communications and driving HR practices including, but are not limited to, policy and procedure, justifications, position descriptions, performance excellence, employee and management counseling, compensation philosophy, hiring processes, terminations, and morale/retention programs.
Participate and engage in training and professional development opportunities to enhance HR functional competencies, business acumen, and leverage technology and resources.
Performs other duties as required or assigned which are reasonably within the scope of the duties in this job classification.
Knowledge, Skills, and Abilities
Knowledge of employment laws and practices, human resources and compliance topics, MSU and unit policy and procedure, and contractual bargaining agreements (CBA’s).
General knowledge of I-9 requirements and immigration laws related to specific visa types.
Ability to accurately create or maintain records and documents, including sensitive information preserving confidentiality.
Ability to produce quality deliverables using Microsoft Office, SharePoint, process mapping, HRIS, or LMS software.
Skill in critical thinking, fact-finding, problem analysis, problem resolutions, and the development of concrete action plans to solve problems.
Ability to gather, analyze and present facts, communicate effectively (both orally and written), using tact and courtesy, and ability to plan, organize work, and meet deadlines.
Ability to identify, optimize, and effectively utilize resources to meet goals.

Unit Specific Education/Experience/Skills
Knowledge equivalent to that which normally would be acquired by completing a four year college degree program in Human Resources, Business Administration or related field, or a field related to the employing unit; three to five years of related and progressively more responsible or expansive work experience in managing human resource functions, designing and implementing training programs and human resource/labor relations management and computer applications; or an equivalent combination of education and experience.
Experience in Training and Development specific to soft-skills and leadership development.
Experience with Learning Management Systems.
Experience training a professional adult audiences soft-skills and leadership development content.
