The Department of Medicine’s Division of Medical Oncology has an dynamic and innovative opportunity for a Temporary HR Operations Specialist based at Fred Hutchinson Cancer Center campus. This position reports to Administrator-Program Operations for the Division of Medical Oncology and works closely with leadership in the Division of Medical Oncology, Department of Medicine, School of Medicine, UW Campus, Cancer Care Consortium, Fred Hutchinson Cancer Center, and external community hospitals in an effort to build and grow efficient and effective operations and research processes that are vital to our mission.
The purpose of this position is to provide staff HR administration and oversight of systems and processes relating to staff HR including employee relations, recruitment, promotions and performance improvement systems. The HR Operations Specialist provides confidential support to the Division HR Administrator- Program Operations and Administrator and acts as a liaison, communicating on their behalf with senior management, staff, and colleagues of other agencies and institutions. They will routinely exercise independent judgment and decision-making skills, set their own work priorities, develop, interpret and implement divisional policies for the Division central administration office, and provide direction, expertise, and assistance to Medical Oncology staff located on all the campuses.
The University of Washington's Division of Medical Oncology's includes 300 faculty members and 200 staff members located at the UW Medical Center, the Fred Hutchinson Cancer Center, and the VA Puget Sound Health Care System. Over the past 25 years, members of the Division have developed the world's leading bone marrow transplant program. In addition, members of the Division have made substantial contributions to many other areas of cancer treatment, including the use of tumor vaccines, cellular therapy for cancer, antibody-based treatments, and novel forms of chemotherapy and hormonal therapy. The Division is deeply committed to maintaining its position as one of the leading centers for research and treatment of cancer in the world.
This position requires substantial organizational, problem-solving, and project management skills, as well as individual initiative and excellent communication skills. This position entails frequent and substantive interactions both within and outside Division and involves sensitive and confidential matters; using good judgment, tact, and discretion are a necessity. This position requires accuracy, efficiency, flexibility, and a desire to serve multiple stakeholders, while working within UW regulations.
This position also requires excellent written and oral communication skills, the ability to handle sensitive and confidential information, and project management skills in a multi-task, high-stress environment. This key assistant position enables the seamless maintenance of the Division’s HR capability, and this permits our staff to successfully compete for grants and contracts that directly impact the reputation and financial health of the Division and the University.

This position is essential to that mission. This position provides significant contributions to human resources, program operations and administrative management for the Division of Medical Oncology.
The Division has as its primary mission: to improve cancer care by moving discoveries made in the laboratory to a clinical setting and finding new and innovative ways to use existing therapies. Our vision is to be national leaders in oncology translational medicine.
The incumbent assists the Division Administrator- Program Operations in maintaining a successful and compliant staff HR program that provides a critical enabling capability to the Division of Medical Oncology; this permits our faculty and staff to optimally conduct cancer research that has profound importance to our society. This key assistant position enables the seamless maintenance of the Division’s HR capability, and this permits our staff to successfully compete for grants and contracts that directly impact the reputation and financial health of the Division and the University.
Operations (40%)
· Track HR activities and records using a task management system. Develop and maintain files, databases, and spreadsheets. Ensure compliance with records retention schedules. · Develop, analyze and revise HR processes and policies under the direction of the HR Director. Draft guidelines, procedures and tracking mechanisms to ensure accurate and timely information is available and communicated. · Identify ways to improve efficiency within internal HR processes, including developing standard operating procedures, checklists, timelines, FAQs and templates for recurring communications and inquiries. Ensure continuous process improvement. · Assist team with office processes and development of performance improvement systems related to facilities management, staff badging (UW and FHCC), and phone/contact updates. · Maintain staff HR policies and procedures on the Division's intranet site and website · Run a variety of HR reports.
Position and Compensation Management (20%)
· Manage changes to employee positions, including FTE changes, supervisor changes, and separations. Confer with managers regarding proposed position changes, communicating the process, timeline, and impact. Review all paperwork, document activities, and route position changes through approval channels. Manage employee off-boarding. · Coach and advise managers and supervisors regarding the interpretation and application of labor agreements. · Manage compensation change requests: promotions, in-grade salary increases, temporary pay increases, and reclassifications. · Provide data-driven guidance to supervisors regarding salary ranges for new hires and compensation change requests. · Coordinate the annual professional staff merit review process and oversee annual salary increases for classified and academic student employees.
Employee Development and Performance Management (20%)
· Guide managers and individual employees in developing training and professional development plans. · Coordinate annual staff performance evaluation process. · Coordinate with individual staff members as assigned in achieving strategic goals and personal and professional development objectives by understanding and explaining the Divisions performance management system. · Collaborate with Administrator of Program Operations for HR on performance management issues in disciplinary and corrective actions, layoffs, and reassignments.
Payroll Administration and Time and Absence Management (15%)
· Collaborate with the Division payroll specialist in ensuring that employees are added and removed, as appropriate, and that timesheets for temporary employees are submitted each week; resolve discrepancies. · Manage leaves of absences. Consult with employees and managers about FMLA, disability leave, parental leave, and disability accommodations, advising them on policies, guiding them through the process, and ensuring documentation in personnel files and Workday. Track and monitor leaves, facilitating extensions when necessary. Coordinate with UWHR leave specialists.
Other (5%)
• Assists the Division Administrator-Program Operations in all other assigned tasks as appropriate.
Minimum Requirements:
•Bachelor's Degree in Human Resources Management, Business Administration or other related field. •Two years work experience preferably in human resources at a diverse, multi-faceted organization.

Desired:
•Certification as a Professional in Human Resources (PHR) or Society for Human Resources Management Certified Professional (SHRM-CP). •Knowledge and familiarity with UW, State, and Federal HR policies and laws; Comprehensive knowledge of UW administrative computing systems such as Workday.
Working Conditions:
The ability to multi-task and be flexible while maintaining a professional demeanor is crucial as priorities change throughout each day. May have to respond to multiple requests for information (e-mail, voicemail, fax, verbal), determining priorities.
There may be meetings or appointments over which an individual has no control that require a flexible schedule in order to accommodate. This position is located in a clinical and research environment that is located at the Fred Hutchinson Cancer Center campus. This position may include travel between affiliate sites such as UW Medical Center, Harborview and other locations as needed.
