Baruch College is a senior college in the CUNY system located in the Flatiron district of Manhattan. The Office of Human Resources provides services to approximately 2500 full-time and part-time faculty and staff. Reporting to the Vice President for Administration and Finance, the Executive Director will lead the Office of Human Resources. Areas of responsibility include recruitment, benefits, payroll, time and leave, human resources information systems, and employee relations, engagement and development.
The Executive Director is charged with developing and implementing strategic human resource goals and objectives to improve customer service and organizational effectiveness, aligning those goals with the overall College strategic plan and mission.
Additional responsibilities include:
Provide advice and guidance to managers and staff on broad array of human resource matters including recruitment, leave, benefits, compensation, disciplinary and employee relations, performance reviews, and employee development.
Plan and implement professional development and employee relations programs that help the college improve service and increase employee engagement.
Design and develop innovative practices to improve effectiveness and customer service by utilizing technology and efficient business processes.
Leverage the human resources web page as a robust, user-friendly communication tool.
Lead efforts to enhance customer service by creating, writing, and disseminating College-wide HR policies, procedures and practices in all functional areas of human resources.
Provide training for managers and staff on the full use of College???s human resource information technology.
Direct the preparation of human resource information reports in response to requests from College or CUNY leadership, using data from human resource information systems and other resources as needed.
Consult and collaborate with Legal Affairs, Office of Diversity on legal, labor, and diversity matters, including compliance with federal, state, and local laws, and adherence to CUNY policies. Partner with those offices on training programs, investigations, reports and information requests.
Provide support for inclusion and diversity initiatives.
Investigate and respond to employee workplace complaints or concerns, working with managers to resolve where feasible. Exercise good judgment to elevate and refer issues appropriately and in a timely manner.
Direct the preparation and represent the College in classified staff Step 1 disciplinary actions.
Develop, lead, and mentor HR staff, creating an office that is a model of customer service, competency, and innovation.
Develop effective and strategic relationships with internal and external stakeholders.
Serve on professional support staff screening committee (PSSC) which recommends appointments, job reclassifications, and merit increases for administrative staff to the President.
Co-chair Workplace Violence Committee with Legal/Labor designee, and serve on Senior Leadership Committee and other college and CUNY Committees as needed.
Perform other related tasks as identified by the Vice President for Administration and Finance.
NOTES:
Until further notice, this is a hybrid position, eligible to work remotely and work on-site in the office.
All CUNY employees must reside within a commutable distance to the tri-state area.
Candidates will be required to provide proof of being fully vaccinated against COVID-19 upon commencing employment. QUALIFICATIONS
This position is in CUNY's Executive Compensation Plan. All executive positions require a minimum of a Bachelor's degree and eight years' related experience.
Preferred Qualifications:
Eight years of increasingly responsible full-time administrative experience in a human resources department (or comparable related activity or field). Five of the eight years should include full-time management experience.
Excellent computer skills, including familiarity with Microsoft Office, Excell, Powerpoint and prior experience with PeopleSoft or similar HRIS application
Strong verbal and written communication skills as well as demonstrated analytical and problem-solving ability
Excellent organizational skills and ability to effectively handle and prioritize multiple tasks
Excellent interpersonal skills, including demonstrated ability to provide guidance to senior leadership and managers on employee relations
Demonstrated ability to build strong relationships
Experience planning, developing and leading human resource process improvement
Commitment to the highest ethical and professional standards of conduct
Experience in a regulated collective-bargaining environment
Experience in higher education, public sector or similarly complex environment
Specialized training in human resource functional areas
Master???s degree in relevant area
