This position will perform diverse duties of an advanced and specialized nature and will handle all aspects of the Cooperative's employment, compensation, benefits, regulation compliance, training, and legal functions. This individual must demonstrate a high degree of leadership and judgment when developing and implementing AEMC's Human Resources, safety, and other personnel-related matters for the organization consistent with the policies and strategies as approved by the Board of Directors and the EVP/GM.
Participate in staff meetings to develop plans, confer on mutual problems, and interchange information and to share in the determination and formulation of management policies and internal procedures.
Attend Board of Directors and committee meetings and provide information as requested by the General Manager.
Oversee Albemarle EMC's training programs. Research, design, and present desired programs. Evaluate the effectiveness of the training and development activities.
Administrator of Cooperative policies, rules, and regulations as they pertain to the Administrative Department.
Develop and update job descriptions and other company documents as requested by the General Manager.
Assist with development of annual budget. Implement and ensure cost containment measures to conform to approved budget.
Develop, make recommendations, and implement the Wellness Program.
Maintain up to date personnel files and records for present, past, and retired employees, as well as maintaining required Director information.
Work directly with Staff with respect to personnel matters, i.e., discipline issues, annual review, etc.
Implement and maintain employee compensation and make changes to payroll as approved by the General Manager. Prepare the annual payroll budget.
Oversee the payroll process, prepare a payroll submit 125 Flexible Spending, HSA funds annually, and transmit NRECA loan payments and 401K contributions.
Balance and close financial/payroll records at year-end. Prepare and submit annual tax reports, W-2s, 1099s, 1094s, etc.
Work closely with auditors on the annual financial audit and Form 990 report; work with NRECA's auditors with 401k Safe Harbor compliance; prepare reports for Federated's Worker's Compensation Auditors; submit reports to NRECA for annual FAS Study; and assist with any other audit that may be required.
Respond to compensation and salary surveys.
Coordinate insurance benefits for employees, directors, retirees, and past directors.
Receive, process, and submit worker's compensation claim forms, corporate insurance forms, and accident report forms.
Facilitate the hiring of new employees by coordinating advertising of new job openings, scheduling drug testing and physicals, request background checks, conduct benefits enrollment, and the orientation process. Assist with interviewing of candidates to fill vacancies.
Assist employees in understanding their benefit programs including the Retirement and Security Plan, SelectRE 401(k) Plan, Section 125 Medical and Dependant Plans, Medical and Prescription Plans, AFLAC, and MetLife options.
Serve as the Cooperative's HIPAA Compliance Officer.
Assist Safety Coordinator in the administration and documentation of the OSHA compliance program.
Perform such other duties as may be assigned or directed by the General Manager.
Required: A four year degree in a related field is required. Experience and training may be accepted in lieu of education requirements. A PHR, SPHR or SHRM certification is preferred.
At least five years of progressive experience is preferred. Knowledge of spreadsheets and word processing software is required; specifically experience with Microsoft Office applications such as Excel, Word, PowerPoint, and Outlook is required. Must have a working knowledge of insurance policies and the ability to interpret insurance claims, invoices, and payments.
