Function/Duties of Position
The HR Manager 2 is a professional level position that provides oversight of the recruitment, onboarding and retention functions within the School of Dentistry (350+ employees). Partnering with SOD leadership, the Talent Acquisition & Retention Program Manager oversees the recruitment function for the school, ensuring that recruitment and hiring practices align with OHSU policy. This position also implements and maintains processes that support OHSU best practices and strategizes with leadership onboarding and retention opportunities.
The HR Manager 2 works with the SoD HR Team and the OHSU Research & Academics HR Business Partner/Employee Relations Team to ensure timely responses to HR requests, actions and issues. This position reports both to the School of Dentistry senior leadership and VP of HR Office, serving as the liaison with central HR, Provost office, other OHSU units, while ensuring continuity of policy interpretation and timely procedure implementation.
Bachelor's degree in business, human resources, labor relations or related field, and 3 years or equivalent combination of education, experience and training
Experience managing recruitment and employment activities
Experience which demonstrates the ability to proactively sourcing candidates for hard to fill positions (e.g. creating recruitment plans, using Linked In, database mining, outreach to passive candidates)
Experience interviewing, recruiting and wage offers for academic or medical positions
Experience in working with managers and organization to strategize employment needs
Experience training managers on recruitment and retention strategies
Experience working on search committees and best practices around interviewing, selection
Experience managing employees, best practices with performance evaluations and coaching for success
Knowledge of recruitment strategies, sourcing, and effective advertising
Knowledge of trends, systems and techniques that contribute to the effective management of talent acquisition processes, including but not limited to behavioral based interviewing and selection methods
Knowledge of state and federal employment laws, rules and regulations
Knowledge of HR records retention policies and best practices
Knowledge of occupational health compliance initiatives
Ability to provide coaching, mentoring, or consulting to managers and employees on deployed retention strategies
Excellent verbal and written communication skills including the ability to work with people of diverse backgrounds as well as the ability to effectively diffuse upset or angry persons
Proficient in the use of MS Office Suite
Professional and attentive customer service skills, both in person and via phone; ability to exercise good judgment; ability to work independently and with minimal direction; critical thinking skills
Experience working in a confidential environment both independently and with teams
Ability to efficiently and effectively multi-task and manage many competing demands
Working knowledge of state and federal employment laws and knowledge of collective bargaining agreements
Ability to develop positive customer relationships; excellent interpersonal and conflict management skills; collaborative team member
Ability to speak in front of a group
Work hours as required to complete assignments, core hours are 8 am to 5 pm, Monday through Friday
Position is mainly remote. Occasional on campus activities maybe requested
On campus includes office, classroom, lab and clinical environments
Travel throughout campus for meetings on a regular basis
Be present at events such as career fairs or conferences for 3 hours or more on average
Ability to use typical office equipment (telephone, computer, copier)
Must be able to perform the essential functions of the position with or without accommodation
Minimum of 5 years managing recruitment and employment activities; experience must include 1 year experience which demonstrates experience proactively sourcing candidates for hard to fill positions (e.g. creating recruitment plans, using Linked In, database mining, outreach to passive candidates)
Experience recruiting healthcare professionals
Human Resources certification through HRCI or SHRM
