This Employment Specialist is responsible for administration of the recruitment and hiring process for faculty and staff (exempt and non-exempt), including Limited Duration Appointments (LDAs), flex year appointments, and expedited or exempted searches; administration of background check process for new faculty, staff, temporary employees, and programs with minors; and serving as back-up for other HR staff functions, and other HR/administrative duties as assigned.
Duties and Responsibilities:
Recruitment and Hiring
Coordinates the recruitment and hiring process for faculty and staff (exempt and non-exempt)
Advises hiring departments/search committees regarding employment procedures and status of positions
Provides guidance to applicants completing the Taleo application process
Responds to general employment-related inquiries via phone, email, and in-person
Ensures compliance with State, Federal, and UTC policies/regulations
Composes job vacancy announcements based on position description for review by hiring manager
Posts jobs in applicant tracking system and to external advertising sources, as requested by department
Assists applicants in-person and via phone
Screens applications to identify qualified candidates, and releases applications for search committee review
Conducts background checks on candidates selected for hire
Provides shared responsibility in conducting criminal background checks for temporary faculty and staff, housing hires (student, term, and regular), and programs with minors, and notifies housing and programs with minors coordinator when individuals are cleared to work
Composes appointment letters and closes requisition in Taleo
Schedules new hires for Intake and New Employee Orientation and conducts intake appointments for new employees, including completion of I-9 and E-Verify process and processing hiring action in HRIS (IRIS)
Assists with facilitation of New Staff Orientation
Assists with exit procedures and processing of terminations for all faculty and staff members including coordinating, scheduling and conducting exit interviews
Personnel Records Management
Assists with the maintenance of personnel files for current and past employees by scanning and attaching documents in IRIS
Responsible for the maintenance of background check disclosure forms
Responding to requests for information from various individuals, agencies, and law offices, in a manner that complies with statutes and University policy while guarding employee privacy and confidentiality
Maintaining various recruitment-related logs and records
Serves as backup support for other Employment Services/HR positions, as needed
Assists HR during peak workload periods, as needed (peak faculty and staff hiring seasons, peak benefits seasons, peak payroll seasons, peak performance management seasons, etc.)
Provides guidance and training to HR Administrative Support Specialist regarding HR/employment-related duties
Serves as back-up to HR Administrative Support Specialist, as needed

Minimum Qualifications: Typically requires a high school diploma and three years of relevant experience, or an equivalent combination of education, training, and experience.
Preferred Qualifications: Associate degree in a relevant field; experience working in a University setting; experience in human resources; and experience with SAP (IRIS) or other HRIS systems are preferred.
