Description of Key Responsibility:
Note that all functions described below must be performed, and it is normally the responsibility of the individual in this position to perform them and/or see that they are performed.
1. Work closely with AVP in developing Human Resource interventions to assist with the completion of the College's strategic plan as well as focus on protecting the interests of employees and the College in accordance with College policies and governmental laws and regulations.
2. Under the direction of the AVP, develop and implement strategies to enhance employee engagement, professional development, and staffing management.
3. Assist the AVP in recommending and implementing policies and objectives for the College. Perform research and make recommendations related to the College's HR policies, procedures and practices, ensuring that they are assessed and updated on a regular basis, and are consistent with current federal, state and local laws.
4. Work collaboratively with all HR team members to improve efficiencies within functional areas of HR by using technology to replace manual, task-based functions.
5. Effectively carry out consistent and fair investigations as requested, assist with the employee disciplinary process and related employee relations matters.
6. Assist with the counsel and coaching of supervisors on appropriate steps toward effecting employee performance improvement and remediating violations of College policy and work expectations.
7. Ensure that employee questions, concerns and complaints are openly welcomed, considered and appropriately addressed.
8. Carry out the administration of the College's complaint and grievance process and procedures.
9. Primary responsibility for the oversight and management of the College's Human Resources-related training programs. Perform needs analysis; design, develop, coordinate and deliver a training program, to provide employees with current techniques and information dealing with requirements relative to their position.
10. Communicate with employees regarding training programs, training schedules, resources and opportunities. Monitor and evaluate operations, programs, processes and/or practices for quality and effectiveness; make recommendations for improvement.
11. Provide job coaching, group facilitation, team building and other organizational development interventions to groups and individuals as requested.
12. Work closely with the AVP to provide and develop metrics for process improvement and reporting purposes.
13. Provide oversight activities including but not limited to, background screenings, job descriptions, and performance appraisals. In collaboration with the AVP, assist with external salary surveys, internal salary ranges and job levels; recommend salary and wage practices that promote internal equity and external competitiveness.
17. Provide oversight activities including but not limited to oversight of the institution's payroll function, ensuring pay is processed on time, accurately and in compliance with government regulations. Serve as HR point person for institutional and benefits audits.
18. Support and encourage diversity and inclusion at all levels of the College. Manage the entry and exit process and perform analysis on turnover, providing information directly related to the causes of separations in an effort to improve employee retention.
19. May serve on campus-wide committees as directed.
20. Assume responsibility for special projects or other job-related duties as assigned.
OTHER KEY RESPONSIBILITIES

Education/Training:
Bachelor's degree in human resource management, accounting, business administration, training and development, or related field required. Master's degree a plus. PHR or SPHR or SHRM-SCP certification is required.
Experience:
At least five (5) years of professional HR experience is required. Experience focused in the HR disciplines of employee relations, benefits, payroll, training, recruitment, compensation, or related areas. Demonstrated experience designing and delivering a robust training program, particularly within higher education a plus. Experience with Ellucian Colleague (or similar administrative system), as well as PeopleAdmin (or similar applicant tracking system) a plus.
Licenses or Certifications:
PHR or SPHR or SHRM-SCP certification is required.
Position Summary:
The Director of Human Resources (DHR) will assist the Assistant Vice President for Human Resources (AVP) with designing and delivering a range of HR initiatives, which create strategies, programs, and tools to enhance an engaged and committed workplace. The DHR will lead the College's efforts in the areas of professional development/training, employee communication and outreach, staff/student employment, employee engagement, retention and recognition, employee and labor relations and coordination of payroll processing.
