Under general supervision, the Staff Human Resources Assistant will provide comprehensive human resources administrative support duties including staff and student payroll, benefits administration, service credit tracking/calculations, records management, and processing of all corresponding transactions within UCPath, Ecotime, and other campus systems. Also will coordinate with SIO, UCSD, and UCPath offices as necessary to provide quality service to our shore-based personnel, as well as our seagoing mariners and technicians.
Occasional overtime may be required.
In-depth experience utilizing online human resources, payroll, timekeeping systems, and performing/analyzing payroll/timekeeping functions.
Demonstrated knowledge and experience with generally accepted accounting principles and practices.
Strong analytical skills and experience to analyze data and situations and provide recommendations based on findings. Proven experience to research, gather and organize information to produce concise reports using various resources.
Experience in human resources administration and interpretation of its policies and procedures and knowledge of state and federal personnel laws and regulations.
Proficient experience with Macintosh computers and software including word-processing, spreadsheet, e-mail and database application programs.
Knowledge and experience overseeing a broad scope of complex personnel and related functions such as recruitment and selection, employee relations, performance management, compensation and classification, policy and procedure development, compliance management, benefits administration, organizational development, terminations and layoffs and affirmative action.
Demonstrated experience to research and analyze complex situations and data, extract and compile data, and develop clear and concise written/oral reports or recommendations.
Strong, accurate mathematical skills. Experience working with numbers under a deadline. Skill in addition, subtraction, multiplication, division, fractions, and decimals. Skill in computer ratios, rates, and percentages.
Effective interpersonal skills with a wide variety of personnel, in person and on the phone, with emphasis on exercising diplomacy, professionalism and confidentiality.
Strong verbal and written communication skills. Demonstrated experience composing and proofreading correspondence, reports, and forms. Proven skills to communicate effectively in email and with diverse groups and at all levels of the organization.
Ability to self initiate and to work and act independently and prioritize job functions and demonstrate flexibility to meet deadlines in a high volume work environment and insure smooth work flow. Ability to function as a team member keeping various staff informed as required.
Proven ability to independently interpret and implement agency policies, procedures, and guidelines.
Must pay strict attention to detail and be able to independently and accurately complete documents and computer transactions error free and in a timely manner.
