Job Description:
The Vice President of Employee Relations and Human Resources provides vision, leadership, supervision and strategic direction for the human resources activities of the College, which includes identifying, developing, integrating and coordinating human capital initiatives and strategies to support the achievement of the college's strategic plan.
This position oversees the administration of personnel and labor relations contracts/plans, legal compliance, recruitment and retention initiatives, workforce planning and design, talent management, change management, organization and performance management, worker's compensation, unemployment, benefits and payroll administration, onboarding, organizational development and training.
The Vice President of Employee Relations and Human Resources is a cabinet level administrator of the multi-campus college and is a trusted advisor whose empathy is demonstrated through inclusiveness and service to others, and who possesses integrity, humility, and an inviting demeanor that puts those around them at ease. The incumbent is sensitive to and possesses and understanding of the diverse academic, socioeconomic, cultural, disability and ethnic backgrounds of individuals.
This position also serves as the Affirmative Action Officer to promote a high performance and equity-minded work culture and inclusive working college environment. The duties are performed with significant discretion and substantial involvement in the development, interpretation and implementation of college and system polices and federal/state laws.
CHARACTERISTIC DUTIES AND RESPONSIBILITIES:
1. Strategic Leadership and Management: Culture & Connection
- Partner with Cabinet administrators, deans and supervisors to align the organizational structure, practices, and communication with the College's strategy and culture.
- Establish and implement HR/People programs that effectively communicate and support the company's mission and strategic vision and overall business operations objectives as developed by the People Strategic Group.
- Support and advance the diversity, equity, inclusion, and engagement strategies by recommending, developing and implementing initiatives that support the retention of employees and promote cultural awareness and inclusion for all employees.
- Serve as the College's Affirmative Action Officer and ADA Compliance Officer to manage the College's Affirmative Action/Equal Opportunity (AA/EO) and ensure compliance with ADA requirements.
- Continue to develop a performance-based culture focused on setting measurable objectives, driving improvements to performance and process, embedding accountability, and delivering consistent feedback.
- Facilitate effective communication with current and prospective employees so that all constituents are kept accurately informed regarding their rights and responsibilities as a state employee.
- Conduct and oversee formal and informal focus group discussions to gain information about employee experiences, work environment and college climate survey data.
- Serve as liaison representing the College to various associations, institutions, and government officials as appropriate in the field of assignment, and maintain communications on behalf of the college with external customers.
- This position is one of the administrators formally delegated the responsibilities of the President while the College President is out of town on leave or at a professional conference.
2. Administration & Operations
- Provide human resources technical advice, knowledge, and leadership to others within the overall organization;
- Coach, mentor, and develop individuals on the Human Resources team, and continue to elevate the organization to perform at a world-class level.
- Research, develop, recommend, administer and evaluate policies, procedures, best practices and technology applications for the Human Resources Division to ensure the division is facilitating the College's goals and other related areas effectively and in compliance with federal and state regulations.
- Assess future needs; develop, through appropriate consultation with various college constituent groups, short and long-range goals and priorities for the college campuses.
- Identify critical issues, develop background information, collect and analyze data, prepare position statements, and report on special projects as needed.
- Actively participate in system audits, accreditation processes and other college-wide evaluation processes.
- Oversee the management, preparation, processing, and maintenance of personnel transactions and records and the compensation programs in accordance with Minnesota Management and Budget and system office guidelines including salary, benefits, workers compensation, and unemployment.
- Develop and administer personnel and non-personnel budgets and monitor expenditures of the approved allocations for Human Resources.
- Review the budget allocation process to ensure equity and judicious use of resources needed to meet employees' needs and College productivity targets.
- Approve staff development appropriations or recommend alternatives opportunities.
3. Organizational Management
- Develop comprehensive strategic recruiting and retention plans to meet the human capital needs of strategic goals.
- Analyze staffing allocation and cost efficiencies of personnel utilization to ensure that College human resources are effectively utilized.
- Lead organizational development efforts to support key responsibilities, including: management training, leadership development, performance review process, succession planning, onboarding, change management, and interview training.
- Lead talent acquisition efforts to support key underlying responsibilities, including: implementing overall talent acquisition strategies and plans, developing best sourcing solutions, and developing optimal talent resource management approaches.
- Develop and approve job descriptions for all college positions; reviewing, analyzing and approving classification levels for new positions and changes to existing positions with delegated authority for a number of classifications.
- Coordinate recognition, wellness, new employee orientation, and mentoring programs.
- Coordinate, encourage, and research professional development opportunities both on and off campus to promote satisfaction, enhance performance, and provide growth opportunity.
- Monitor employee retention progress and stay abreast on climate and culture, ensuring it stays positive and productive.
4. Labor Relations
- Provide vision, leadership, and coordination of the college's relationships with labor union representatives to comply with contractual obligations and instill a culture of collaboration with all collective bargaining units.
- Serve as the College's grievance liaison and assist managers and employees with informal and formal disputes.
- Serve as the President's designee in all Faculty Shared Governance and all union meet and confer monthly meetings.
- Advise colleagues on the administration and/or interpretation of labor contracts and plans.
- Provide input on contract language interpretation and revisions.
- Properly apply provisions of the collective bargaining units, ensuring appropriate consultation, shared governance, and transparency.
BUDGET AUTHORITY:
Position is directly responsible for budget totaling $447,600.
Decisions made by this position substantially impact the $19,532,537 college personnel budget.
REPORTABILITY:
This position reports directly to the President and provides comprehensive and confidential advice and assistance, and develops policies and practices on institutional issues, representing the College in decision making and day to day operations.
Vice President of Employee Relations and Human Resources supports and collaborates with the administration, supervisors and managers to provide strategic direction on the college's key performance indicators. This position must demonstrate effective customer service, communication, and continuous process improvement strategies for the College.
SUPERVISION:
The Vice President of Employee Relations and Human Resources is a hands-on leader, working with a staff of two specialists to provide best practice training, advice and counsel, and daily operations of human resource functions including records, benefits, employee relations, employment, classification, payroll, employee information and communications.
This position is directly responsible for leading managers of the college and indirectly responsible for all employees working on the three campuses.
- HR Specialist 2 – 2 positions with 1 FTE each
- HR Administrative Assistant 1 FTE
Required Qualifications:
Minimum Qualifications
Education: Baccalaureate degree from an accredited institution in human resources management, industrial relations, public administration, business administration, or related field.
Type and Length of Experience: Five years of successful and progressively responsible professional experience in human resources management, including some supervisory experience, in a medium to large organization.
- Demonstrated experience consulting and advising senior-level executives in broad areas of human resources.
- Commitment to an inclusive and collaborative leadership style that is strong in teamwork.
- Commitment and experience implementing equity, diversity and inclusion initiatives.
- Excellent oral, written and other communications skills as well as extensive computer literacy and familiarity with different software platforms.
- Demonstrated strategic planning, implementation and evaluation expertise.
- Demonstrated experience dealing with highly sensitive and confidential situations.
- Ability to listen to and interact privately and publicly with both individuals and groups.
- Ability to interpret business and operational needs and develop integrated, creative solutions.
- Ability to analyze problems and develop creative solutions to complex human resource issues.
Preferred Qualifications:
Preferred Qualifications
Education: Master's degree in human resources or a related field from a regionally accredited institution of higher learning.
- Solid employee relations/labor relations experience, including managing collective bargaining agreements and maintaining sound business relationships with union representatives.
- Management level experience directing a program involving the implementation of laws and regulations, budget preparation and fiscal management.
- Knowledge of regulations pertaining to Title IX compliance.
- Understanding of the challenges that come with limited staffing and resources.
