The HR Recruiter / Generalist is responsible for a variety of day-to-day human resource initiatives with an emphasis on driving recruitment excellence. This position works closely with the HR Coordinator and HR Director to support the administration of HR policies, procedures and programs for both the Denver, CO and Washington, DC offices. The successful candidate will be proficient in recruiting, ATS management, sourcing, and interviewing; analyzing and implementing recruitment training, tools, best practices and techniques; and collaborate with hiring managers to develop proactive, innovative recruitment strategies to ensure NCSL attracts, develops and retains the best talent.
In addition, this position will be a key point of contact to provide consultation, support, and execution of HR strategies including leave practices / FMLA, ADA, employee relations, performance management, on/off-boarding activities, affirmative action, unemployment claims, and other important HR processes. The HR Recruiter / Generalist works in a fast-paced, team environment, under tight deadlines, with confidentiality and discretion to be maintained at all times.
WHAT YOU’LL DO:
- Manages the full-cycle recruitment process for employees and interns including collaborating on position announcements, requisition approval, posting jobs, reviewing resumes for minimum qualifications, creating applicant screening questions, participating in interviews, responding to candidate inquiries, and extending offers.
- Maintains applicant tracking system including communication with candidates, applicant status, active and archived jobs, disposition codes, templates, user access, applications, and document uploads.
- Performs advanced sourcing through various mediums such as networking, associations, universities, attending career fairs, community agencies, referrals, online and traditional directories as well as other innovative sourcing methods. Develops and maintains a network of potential candidates and conducts cold calls to passive candidates to present opportunities for critical or difficult to fill positions.
- Oversees internship program, builds relationships with universities, ensures a centralized process, oversees training, and evaluates program opportunities.
- Develops and delivers trainings on talent acquisition processes, internal recruiting systems / processes, interviewing techniques and methodologies.
- Tracks, analyzes, and compiles statistical information on employment related data and government reporting including but not limited to recruitment metrics, applicant sources, interviews, turnover, diversity, veteran / disability status, FMLA, EEO, VETS, AAP, etc.
- Manages the onboarding process by conducting weekly and monthly new hire orientations to review all necessary paperwork, policies and procedures, educate new employees about the organization and collaborate with other departments to ensure equipment and related items are ready prior to candidates start date.
- Conducts offboarding processes, exit interviews, gathers feedback and provides recommendations to HR Director / executive management.
- Handles employee relations inquiries and investigations, provides guidance and coaching to managers of all levels and staff in addressing performance issues, ensures follow up conversations and documentation are completed as necessary, referring complex and/or sensitive matters to senior staff.
- Coordinates leave of absence programs including general administration, communicating with employees about leave needs, completing required paperwork, determining leave eligibility, designating leave as FMLA-qualifying, requesting medical certification, and tracking time off usage. Facilitates accommodation requests under the ADA.
- Supports employee engagement and provides excellent customer service through timely and conscientious responses to applicants, employees and managers on HR related inquires.
- Coordinates various employee appreciation activities and events in conjunction with other HR / organizational staff.
- Completes special projects setting timetables, conducting research, developing and organizing information and fulfilling transactions for project completion.
- Performs other responsibilities as needed.
SHARE YOUR KNOWLEDGE:
This position has no direct supervisory responsibilities but does serve as a coach and mentor for other positions in the department and organization. May oversee an intern periodically.
THE WORK ENVIRONMENT:
This position is a mostly performed in an office environment, on or off-site, with prolonged periods of sitting at a desk and working on a computer. Team members utilize standard office equipment such as copy machines, laptops, printers, scanners, and smartphones. Some travel to attend special events or participate in recruitment activities (includes overnights and weekends by airplane). QUALIFICATIONS FOR SUCCESS:
- Bachelor's degree (in human resources, business, psychology, communications, or related field preferred) plus five years of relevant and progressive work experience.
- Preferred experience in ATS, recruiting, interviewing, sourcing, orientation/presentations, leave management, government reporting, employee relations, payroll processes, benefits administration, COBRA, HRIS, and general HR practices.
- Expertise in HR policies and procedures, understanding of HR best practices and knowledge of employment laws preferred.
- Specialized training in HR support areas such as employment law, organizational development, employee relations, leave management preferred.
- Excellent computer skills, familiarity with MS Office suite, and demonstrated skills in database management and record keeping.
- Ability to effectively communicate verbally and in writing with a wide variety of personalities, both internally and externally.
- Team player with excellent interpersonal and active listening skills.
- Customer-focused attitude, fulfilling requests with a flexible and resourceful mindset.
- Capability to manage multiple priorities in a fast-paced environment with deadlines.
- Strong organization, time management, and problem-solving skills to provide creative solutions.
- Results-driven, detail-oriented with consistent follow-up skills, and ability to work with frequent interruptions.
- High level of professionalism, discretion, and ability to maintain composure.
- Professional in Human Resources (PHR) or SHRM Certified Professional (SHRM-CP) certification preferred.
- Must be Colorado resident or willing to relocate.
