Responsibilities: | The University of Maryland Baltimore County seeks a progressive and future focused HR leader with experience leading and facilitating change in complex and dynamic environments, and who is energized by creating positive and sustainable impact across the organization. Reporting to the Vice President of Administration and Finance, the Chief Human Resource Officer and Associate Vice President (CHRO) is responsible for developing and executing human resource strategy in support of the overall business plan and strategic direction of the University, specifically in the areas of talent acquisition, benefits, classification/compensation, employee and labor relations, performance management, talent and organizational development, wellness, payroll, HRIS, and overall general administration as it relates to policy development, implementation, audit and compliance. Together with five direct reports and a team of 20, the CHRO directs and coordinates the strategic and operational decision-making in the development and implementation of meaningful and measurable human resources programs and services. The CHRO provides comprehensive leadership by convening the campus, gathering input and translating current plans and future trends and needs to the executive leadership team and other campus stakeholders. Responding to rapid changes in the world of work and understanding of the importance of employee engagement and belonging and, by doing so, better developing and retaining faculty and staff is a critical priority of UMBC. To achieve this, the CHRO will provide values driven and people centered leadership and be both energized and motivated by the opportunities and potential impact of working with the campus community to create an institution poised for the future. Responsibilities include: • Provides leadership and guidance for HR functions including Benefits, Classification/ Compensation, Data Analytics, Talent Acquisition, Human Resource Information Systems, Employee/Labor Relations, Leave Programs, Onboarding, Off-boarding, Organization and Talent Development, Performance Management, Wellness, and Payroll. • Develops and administers organization policies and procedures in accordance with best HR practices. Provides strategic business advice, leadership and counsel to vice presidents, deans, department heads and employees concerning the application of policy and procedures in compliance with Federal, State, local laws, USM policies, and negotiated contracts. • Provides leadership and collaborates with various UMBC constituents in identifying and implementing initiatives that advance UMBC Human Resource priorities in accordance with the mission of UMBC. • Supervises a team of 20 HR professionals, with 5 direct reports. • Serves as a strategic partner with UMBC leaders in the advancement of equity, diversity, inclusion and social justice, leading efforts to foster an inclusive workplace culture and further the UMBC’s commitment to equal opportunity, access, and equity for employees • Represents Management as Chief Negotiator for UMBC in the development of Memoranda of Understanding for bargaining units and system-wide consolidated bargaining. • Develops and implements comprehensive strategic recruitment and retention plans to meet the needs and goals of the University. • Implements comprehensive compensation and benefits plans in accordance with guidelines established by the USM Board of Regents and the State of Maryland. • Serves as advisor to the Y Preschool at UMBC to include facilitating meetings with campus stakeholders and Y Preschool representatives in the administration of preschool services to the campus community. • Represents UMBC on various system-wide committees. • Builds HR capacity and fluency in equitable and inclusive practices and policies within a challenging regulatory landscape. • Develops mechanisms to connect HR strategy to University strategy using holistic thinking to shape and influence a positive work culture. • Engages with professional networks and resources and has an informed understanding of current thinking and best practices in the field. Required Minimum Qualifications: | • Bachelor's degree required. Master’s degree and/or professional certifications preferred. • Demonstrated progressively responsible HR leadership experience, with at least five years of executive HR experience. Required experience includes management of a range of human resources functions; human resources data analysis; collective bargaining negotiation and management; compensation and total rewards strategies and compliance with federal and state employment law. • Must possess highly developed interpersonal skills, diplomacy and sensitivity, and the ability to exercise considerable judgment and discretion in establishing, building, and maintaining effective working relationships. • Advanced written, analytical, organizational, communication and presentation/speaking skills. • Strong business acumen to understand key business drivers, organizational communications and data, organizational and unit performances measures, as well as understand the impact and implications of decisions on leadership objectives. • Thorough understanding and knowledge of appropriate management and communication techniques and/or best practices to ensure high productivity and work quality of department operations. |
