BEARS (Berkeley Educators and Administrators Regional Services) is not only the largest region, it supports the largest variety of personnel positions that make Berkeley such a fascinating place to work. The BEARS Region provides reliable, high-quality administrative support to faculty, academics, staff, student employees, and retirees in support of the UC Berkeley mission of teaching, research, and public service.
BEARS provides the following services:
Research Administration
- BEARS helps UC Berkeley Faculty and Principal Investigators (PIs) focus on their groundbreaking and world-class research efforts by providing customized administrative and management support for research proposals, grants, awards, and contracts throughout various steps in the life cycle.
HR and Academic Personnel Support
- The BEARS region provides administrative Human Resources and Academic Personnel Support (HR/APS) to the Berkeley campus, including support for hiring, appointments, separations, classifications and compensation, and performance management transactions. Our BEARS HR professionals strive to process status changes expediently.
- Human Resource Business Partners and Senior Human Resources Partners assist our campus clients with Employee and Labor Relations matters (in partnership with People & Culture), strategic planning and reorganizations, accommodations as required under ADA, performance management, layoffs, recruitments, and general management advice.
Purchasing and Reimbursements (P&R)
- BEARS provides support to the UC Berkeley campus with Purchasing services as well as assistance with complex Travel and Entertainment (T&E) Reimbursements.

Responsibilities
- Provides analysis of policies and business processes as relates to HRIM and payroll systems and personnel, regarding issues such as employee position data, employee job data, employee pay, leave of absence, benefits/accruals, union contracts, FLSA status and other areas.
- Gathers, analyzes, prepares, and summarizes business and user needs, documenting requirements, troubleshooting existing system logic, providing recommendations, and implementing solutions as necessary.
- Provides analysis for work allocation and actively monitors and distributes work to ensure efficient and accurate processing to meet business needs.
- May assign work via ticketing systems and provide backup support to the team as needed.
- Establishing uniform methods and procedures, including work flow, timeframes, and best practices to enable HRIM, payroll, and other HR systems to be used in effective and efficient manners.
- Perform on-boarding duties during high recruitment season.
- Conducts post-implementation analysis to determine the need for further enhancements, finer distinctions and/or additional process/policy components.
- Researches and analyzes processes, procedures, and policies in order to develop and/or implement changes and to provide consultative services regarding HRIM or Payroll system management to department administrators.
- Prepares directives, regulations and other instructions for issuance to departments. Coordinates implementation with departments that cross organizational lines as needed.
- Establishes and maintains contacts internally and with external constituents for the collection and exchange of data.
Required Qualifications
- Thorough knowledge of and/or ability to learn all HRIM and payroll processes, policies, and procedures.
- Working knowledge of and/or ability to learn HR policy, and of common campus-specific and other computer application programs.
- Ability to effectively train individuals on HRIM or payroll processes and systems.
- Strong analytical/problem-solving skills.
- Ability to provide exceptional customer service in a high volume and professional environment.
- Has thorough knowledge of and/or ability to learn University policies, procedures, and systems.
- Demonstrated skill in prioritizing competing work assignments, employing political acumen and integrating information to determine appropriate courses of action.
- Strong communication and interpersonal skills to communicate effectively with all levels of staff; both verbally and in writing.
- Strong skills in analyzing and synthesizing large amounts of data for preparing sound and relevant proposals.
- Ability to use discretion and maintain all confidentiality.
- Knowledge of and/or ability to learn campus HR processes and technology tools, including Service Hub, Smartsheets, and UCPath.
Education - Bachelors degree in related area and/or equivalent experience/training.
Preferred Qualifications
- Demonstrated knowledge of and/or ability to learn all UC personnel system, ticketing systems and other related processes and procedures.
- Knowledge of academic personnel or administration policies.
- Worked in a higher education field.
Salary & Benefits
This is an exempt, monthly paid position. Annual salary is commensurate with experience within the range of $72,000.00 - $82,000.00. For information on the comprehensive benefits package offered by the University visit:

Other Information
- This is a career, 100% full-time, 40-hours per week appointment, eligible for full UC benefits.
- This is a remote-friendly position, eligible for 80% remote capability.
