Position Overview: The Benefits Manager and HR Generalist is responsible for administering the day-to-day operations of all benefit programs, leave management, as well as payroll related data entry and records management. Ensures compliance with Federal, State, and Local laws and regulations, and provides ongoing support of these services for all faculty and staff. Assists the Human Resources department as needed with hiring, on-boarding, training and other HR related functions including research and development of programs and policies which cultivate the full continuum of employee relations.
Essential Functions:

Assist in the creation of a workplace environment that aligns best business practices with employee advocacy.
Effective management of all benefit related and leave programs, including but not limited to health, dental, life, short and long term disability, retirement, workers compensation, unemployment, ADA and FMLA.
Recommend benefits programs to management by analyzing employee needs along with trends and developments in benefits offered by local ISAS schools.
- Manage payment of premiums for all benefit plans.
- Coordinate COBRA filings and reconcile monthly statements.
- Reconcile payroll deductions and contributions to premium payments.
- including, but not limited to monthly statements for employee health, dental, long-term disability, short-term disability, life and all voluntary insurance.
- Enter all enrollment changes with business partners websites and adjust payroll premiums accordingly.
- Distribute mandatory plan documents and notices in accordance with the DOL and IRS.
- Manage necessary data for ACA filings and reports.
Assists with the annual 403(b) audit, including providing audit requests and answering auditor questions.
- Act as Privacy Officer under HIPAA rules.
- Manage annual open enrollment and new hire enrollment process.
- Facilitate the set-up of benefit information for annual open enrollment in conjunction with Paycor to provide a seamless process for employees.
- Ensure that all new, full-time employees are enrolled or waived in health and dental insurance and enrolled in life and long- and short-term disability insurance, along with all voluntary insurance programs; the 403(b) plan, and the Section 125 Flexible Spending Plan.
- Ensure timely and accurate input of all employee changes into applicable systems.
- Facilitate efficient utilization of benefits for all employees.
Work closely with faculty and staff for on-going management of all benefits and leave programs.

- Expedite the delivery of benefits by establishing and maintaining working relationships with benefit providers.
- Act as liaison between carrier, company and employees to resolve employees’ questions by interpreting benefit policies and procedures.
- Counsel employees on continuation of benefits upon separation from Shelton.
- Coordinate all employee related substance abuse testing as applicable.
- Administer workers compensation and disability claims, incident reviews and other safety related duties as needed. Act as liaison between company and employee.
- Receive Accident Reports and assist in the maintenance of OSHA logs and reporting.
- Manages unemployment requests, ensures timely response to TWC and participates in unemployment fact finding hearings and appeals as needed.
Leave Management
- Processes and administers all leave-of-absence requests and disability paperwork: medical, personal, disability and FMLA.
- Effectively interprets FMLA and ADA implications as they relate to leaves of absences /disabilities.
- Provide written responses to all requests.
- Maintain all documentation in accordance with Federal and State laws.
- Obtain medical certifications and recertifications in a timely manner.
- Track FMLA time used per policy and coordinate the use of leave time with the payroll process.
- Communicate leave and work restrictions with supervisors.
Effective management of Compensation and Time-Off Data Entry.
- Ensure accurate data is maintained in HRIS for payroll and benefit related earnings, deductions and time off accruals.
- Manage all compensation data entry in the Payroll & HR management system in coordination with the Business Office to process bi-weekly, payrolls.
- Keep current records of stipends (annual, seasonal and one-time pay) as well as all other miscellaneous employee pay data (coaching hours, etc).
- Enter directly and prepare import files from a variety of sources to HRIS of all compensation related entries.
- Ensure compliance with FLSA Wage and Hour rules.
- Receive, process and track wage garnishments.
- Provide HRIS related payroll training to employees, supervisors and managers.
Provide assistance as needed in all aspects of the Human Resources Department.
- Provides support with recruiting, hiring, and on-boarding.
- Assist in the preparation and effectively communicate all Human Resources policies, procedures and staff announcements.
- Assist with the update and publication of the Staff Handbook.
- Compile data and reports as requested for a variety of annual audits, including coordination of the Workers Compensation audit.
- Performs regular data audits and works with HR and Business Office staff to develop and implement improved processes and controls.
- Administers the employee professional development grant reimbursement program.
- Coordinate staff recognition activities and special events.
- Prepare, update and maintain Teacher/Staff Emergency Information each year.
Maintain professional and technical knowledge and certifications by attending educational workshops, reviewing professional publications, establishing personal networks, and participating in professional societies to stay abreast on all healthcare, leave, DOL and other applicable regulations.
Other duties and special projects as assigned.

Qualifications & Skills:
- Minimum five years’ experience in a Human Resources department with an emphasis on benefits.
- Associates Degree required, Bachelor’s degree preferred.
- Strong Preference given for CEBS, and/or SHRM/HRCI Certification.
- Knowledgeable in current Human Resources principles and practices, specifically in leave law administration.
- Basic knowledge of the laws, policies and procedures governing health and life insurance administration.
- Strong interpersonal skills required.
- Excellent oral and written communication skills
- Must possess initiative, solid problem-solving and business acumen skills.
- Strong organizational skills, attention to detail and accuracy required
- Ability to multitask and manage time efficiently and effectively
- Demonstrated proficiency with a fully functioning HRIS platform, Microsoft and Google Suite programs, with advanced Excel experience including vlookup's and filtering preferred.
- Ability to maintain strict confidentiality and ensure records are secure at all times.
- Knowledgeable in HRIS and Applicant Tracking Systems.
- Ability to inspire and interact with a diverse group of faculty and staff.
- Able to work alone or in a team environment on a broad variety of projects.
