Under the limited supervision of the Chief Executive Officer, responsible for developing and driving the human resources strategy aligned to the overall business plan and strategic direction of the organization, while ensuring that workplace culture, practices, policies and operations support and achieve organizational objectives and values.

Serve as a strategic business partner on the senior leadership team regarding key organizational and management issues, organizational effectiveness, succession, compensation management and overall talent management.
Partner and advise the senior leadership team on all human capital matters that impact operational and business objectives.
Provide leadership and guidance to the HR function by developing departmental plans and strategies to support the achievement of overall business needs and objectives.
Ensure that all HR plans, programs, communications, and activities are aligned to the organization’s mission, strategic objectives, and employment brand.
Direct enhancement of organizational employee engagement and workforce efficiency through cultural and systematic evolution.
Develop and direct comprehensive compensation and benefits plans that are competitive and cost-effective for the organization.
Oversee talent acquisitions strategies for diversity and inclusion.
Promote and oversee organizational learning and development strategies ensuring alignment to strategic objective, goals, mission, and vision.
Monitor and provide counsel on employment/labor related matters to ensure consistent messaging and overall positive relations with union groups.
Manage departmental operating budget, staffing/position, and employee benefits budget.
Deliver formal board and other external presentations.
Act on behalf of the Chief Human Capital Officer in specific circumstances.
Supervise, evaluate, coach, mentor, train, discipline and motivate subordinate staff.
Performs other related tasks as assigned or required.

The successful candidate in this Senior Vice President, Human Resourcesrole will exhibit the knowledge, skills, and abilities:
Extensive knowledge of benefit plan administration designs and funding; Federal and State laws, specifically HIPAA, COBRA, ERISA, ADA and FMLA; principles and practices of human resource administration, planning, compliance, recruitment and selection, affirmative action, wage and hours laws, Title VII and compensation.
Considerable knowledge of Human Resource Management System and document retention.
Extensive organizational and interpersonal skills, with the ability to function effectively in a fast-paced environment and interact with all levels of personnel, outside agencies and the general public, remaining tactful, mature, fair and consistent.
Ability to solve practical problems, and deal with numerous variables in situations where limited standardization exists.
Extensive ability to analyze and evaluate financial and statistical data and prepare clear, concise and comprehensive written documents in English.
Ability to manage multiple projects and meet deadlines.
Ability to work flexible hours, including evenings, weekends and holidays as needed.
Ability to procure and manage consultants / contractors.
Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of the Authority's Ethics Policy.
Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, religion, age, sex, disability, political affiliation or sexual orientation.
The minimum requirements needed to qualify for the Senior Vice President, Human Resourcesrole are:
Bachelor’s degree in human resource management from an accredited college or university; Master’s Degree preferred.
7 years progressive management experience related to human resource management in the area of employee relations, labor relations, recruitment and selection practices, organizational design and structure, compensation.
5 years’ experience related to employee benefit planning, design, compliance, communication and funding.
Prefer certification as a Certified Employee Benefits Specialist (CEBS) and/or Group Benefits Associate (GBA).
Prefer certification as a Professional in Human Resource Management (PHR) or a Senior Professional in Human Resource Management (SPHR).
Possess or obtain prior to employment a valid Pennsylvania Class C driver’s license. Note: license must be maintained throughout employment.
