General Statement of Duties
The Director of Human Resources and Compliance plays a key role in supporting employees by providing guidance on all aspects of collective bargaining agreement and policy administration. Reporting directly to the Vice President of Human Resources/Affirmative Action Office, the Director serves as the primary point of contact for employees seeking to understand best practices for creating and maintaining a positive work environment where everyone can focus on student success. Embracing the comprehensive community college mission and a mindset of teaching and learning together, the Director is a key resource for helping staff and students understand their rights and obligations in the workplace and for investigating alleged violation of those rights and obligations as required by law or policy, including but not limited to Title VII and Title IX.
Works directly with employees and managers to foster a climate of mutual respect that supports inclusive excellence and student success;
Serves College community as resource for compliance with equal opportunity laws, guidelines and policies; investigates and prepares confidential reports in response to complaints or alleged violations of policy; serves as designated Deputy Title IX Coordinator and as Public Records Access Officer;
Assists with serving College as resource for administration of three collective bargaining agreements and the Non Unit Professionals Personnel Policies Handbook; assists with grievance investigations and hearings to appropriate resolution;
Plans and provides educational programs and professional development opportunities to members of the College community in areas such as non-discrimination, preventing sexual harassment, Title IX, EEO and ADA requirements and best practices;
Works in conjunction with Director of Payroll and Benefits to ensure proper administration of requests pursuant to FMLA or ADA;
Assists with representing the College at labor management meetings, mediations, arbitrations or agency hearings such as MCAD or OCR while keeping leadership apprised of content, progress, and potential concerns;
Monitors compliance with institutional policies and procedures, state, federal and local laws and regulations in effort to ensure that all College faculty, staff and students operate in accordance with established policies & procedures and to minimize vulnerability and risk; collecting data and creating reports as necessary; develops/implements corrective action plans for resolution of problematic issues;
Collaborates with Office of Counsel and leadership, as needed, to resolve difficult employment, legal and HR compliance issues;
Assists with recruiting activities to ensure compliance with law and policy, and consistent application of bargaining agreements, including CORI review board service; supports activities of Diversity, Equity and Inclusion Team;
Assist with the college's Policy on Affirmative Action, Equal Opportunity & Diversity;
Assists with developing and implementing onboarding and new employee orientation requirements;
Maintains current knowledge of laws and regulations, keeping abreast of recent changes that may affect the institution's policies, procedures and processes;
Serves on related College committees as directed and participates in strategic planning;
Performs other duties as assigned.
Bachelor's Degree in Human Resources, Labor Relations, or related field; or equivalent education, training and experience;.
Minimum of three years of demonstrated experience accurately interpreting and applying employment policies and procedures in a diverse organization, including the administration of collective bargaining agreements;
Demonstrated experience effectively developing strategies and making decisions that have significant, broad implications on the management and operations of a division (or equivalent business area);
Demonstrated experience and effectiveness requiring dynamic and analytical problem solving methods in a variety of situations.

Possess knowledge of management theories, employee/labor relations and Title VII and IX theories, concepts and practices with the ability to apply in complex, difficult and/or unprecedented situations as it pertains to the college focus;

Master's degree in a related field or Juris Doctorate;
PHR, SPHR, or other related professional certifications;
Demonstrated employee /labor relations and Title VII and IX experience in the public sector;
Experience working in higher education, especially the community college sector;
Familiarity with Commonwealth's Human Resource/Compensation Management System (HR/CMS).
