NEC is seeking a qualified individual to fill the position of Human Resource Specialist. NEC is situated within the White Mountains of Arizona, 180 miles NE of Phoenix. It is a place of beautiful scenery and mild climate, with a small community atmosphere where you know your neighbors. The area abounds in opportunities for hiking, hunting, fishing and other outdoors sports.
RESPONSIBILITIES: This position will assist Assists with various aspects of the cooperative’s recruitment policies and procedures, benefits administration, compliance reporting, maintenance of personnel files, formulation and administration of human resource policies and procedures.
Provide and distribute Summary Plan Descriptions, the NEC Employee Handbook and Safety Manual.
Conduct new employee orientations.
Process new hires, promotions, retirements and terminations.
Assist in the preparation of year-end reporting and contract obligations to benefit providers (i.e. NRECA).
Assist in the preparation of annual reporting for various government reports (i.e. OSHA, EEO100, DOT, FMCS, etc.)
File, maintain and update confidential records. Respond to verbal and written verification of employment.
Administer and coordinate annual & other requested employee performance reviews for supervisors.
Review computer database(s) for EEOC, ADA, FMLA, and ERISA administration compliance in a timely manner.
Assist with Group Benefit administration.
Responsible for the monthly billing of Group Benefits including making necessary changes and adjustments.
Route monthly billing to Manager of Human Resources for final approval.
Prepare employee insurance deduction(s) with the Manager of Human Resources and coordinate deductions with Accounting.
Assist in the processing of 401(k) and R&S pension contributions.
May assist employees in the processing of 401(k) loans, quote, process payoffs, and maintain accurate records of such.
Process paperwork for on-the-job injury claims.
Provide information, and maintain a working knowledge of NEC rules and benefits, in order to assist employees that may make inquiries pertaining to the above.
Provide or assist with continuing education programs for employees.
Act as back-up on the Commercial Drivers License rules and regulations as they pertain to CDL driver files.
Provide administrative assistance and overall back-up to the Manager of Human Resources.
Perform other duties as assigned.
Bachelor's Degree in Business Administration
Must have or be able to obtain and maintain a SHRM or HRCI Certification
Previous Job Experience
Five year's experience in benefit administration (i.e. HIPAA, FMLA, FLSA, etc.) is required
Possess strong verbal/written and presentation skills.
Must be able to read, analyze and interpret professional journals and governmental regulations.
Knowledgeable background and understanding of technical writing as it pertains to benefit plan descriptions.
Must be able to efficiently and effectively use computer software programs and a PC.
Must be able to efficiently and effectively write reports, business correspondence, and procedures/processes.
Have the ability to deal with public in a pleasant and efficient manner.
Have proven ability to maintain confidentiality.
Ability to proof read and corrects spellings, misuse of language, etc., in documents vital to the cooperative.
Ability to operate office machines proficiently and accurately.
Ability to use good judgment and make necessary decisions in line with the co-op’s goals and standards.
Have organizational ability, which may include scheduling and making necessary travel reservations.
Possess the ability to multi task and be detailed oriented.
Be willing and capable to travel for educational and job responsibility duties. Some overnight stays may be required.
Ability to work independently of others and maintain a high level of productivity.
Knowledge of rural electrification and cooperative programs.
Ability to develop a thorough knowledge and understanding of cooperative policies, programs, and practices.
Have or be able to obtain and maintain a valid Arizona driver’s license within 30 days of employment.
HOURS OF OPERATION:4/10s the cooperative is on a 4/10 schedule (Monday through Thursday).
SALARY: Commensurate with qualifications.
