OMNI is honored to have been retained by the City of Overland Park, Kansas in the selection and search for a Chief Human Resources Officer to administer and direct the comprehensive human resources functions of the organization.
The City of Overland Park is located in the Kansas City metropolitan area and has a population of 200,000. It is the second largest city in the state of Kansas and the largest city in Johnson County, Kansas. The Chief Human Resources Officer reports directly to the Deputy City Manager. They manage a team of 17 staff members and oversee a $2.8M department budget. The City currently employees approximately 1,025 full-time employees and 155 full-time equivalent part-time employees. Position responsibilities include:
Administers and directs a comprehensive human resources program for a large public sector organization, including hiring, position classification and compensation, employee benefits, payroll and HRIS, risk management and workers’ compensation, ADA, DEI, employee recognition, and organizational development.
Develops and interprets HR-related policies and operating procedures and assists and advises City departments in the application of these policies and procedures.
Remains current on changes to federal, state, and local laws and regulations and ensures that all City functions related to human resources activities are in compliance. Modifies policies and procedures related to human resources activities, as needed.
Negotiates, interprets and administers third party contracts for several human resource activities such as occupational health and the management of a city wellness and health care center.
Ensures the department policies and practices are in alignment with the City's diversity, equity, and inclusion goals and objectives.
Serves as a member of the Executive Leadership Team and as a resource to city management, city departments, and city staff; builds strong working relationships with internal and external partners.
Manages department operations, including supervising staff and developing the department budget following City guidelines and policies.
Presents to the City Council as needed.
Education and Experience
Bachelor's degree in business or a related field with emphasis on human resource management or an equivalent combination of education and experience is required. Preference given to Master’s degree in human resource management, public administration, business, or a related field of study.
Ten years of progressively responsible experience in human resource management that includes practical experience in traditional HR functions including: compensation, employee benefits, employee relations, safety administration, training, employment, and human resource information systems. Experience as a Chief Human Resources Officer or Deputy Director of a medium to large size organization (200-800 FTE) is preferred
Specialized training in employment law, compensation, organizational planning, organization development, employee relations, safety, training, and preventive labor relations is also preferred.

Compensation and Benefits
Compensation will be highly competitive depending on the selected candidate’s qualifications and experience. The City offers a competitive benefits package that includes health and dental insurance, a wellness program, on-site health clinic, paid vacation and sick leave, membership in the Kansas Public Employee Retirement System (KPERS) and the Overland Park Municipal Employees Pension Plan (MEPP).
