Providing high-level leadership and management of the human resources operations for the Association. The Cornell Cooperative Extension of Suffolk County (CCE-SC) Human Resources Chief Diversity Officer (HRCDO) Officer leads the development and implementation of proactive diversity, equity, and inclusion initiatives supporting the Association's strategic plan to create a strategic plan a learning and working environment where all have an opportunity to succeed. The position champions the importance and value of a diverse and inclusive college environment and leads the development of a vision and effective strategy to create a culture for equity, diversity, and inclusion. Furthermore, develops and maintains effective working relationships among CCE-SC staff. This position works in conjunction with Extension Administration Human Resources and other HR Managers from across New York State to lead the human resources operation locally, regionally, and statewide to its optimal state. The CCE-SC HRCDO exercises professional judgment, discretion, and confidentiality in leading the HR operations. Facilitates successful policy/procedure changes driven by compliance requirement or local/regional/statewide need. Provides leadership to implement system-wide initiatives and remain consistent with Extension Administration guidance. The CCE-SC HRCDO is responsible for overseeing all human resources operations of the CCE-SC. The Human Resources Chief Diversity Officer is an executive leader responsible for designing and implementing CCE of Suffolk's diversity and inclusion strategy. Improving Employee and Community Relations with a focus on Equity and Inclusion: As part of a larger team within the CCE Suffolk Association, working collaboratively with staff and leadership, particularly with the Association's Equity and Inclusion Leader, to strengthen the organization's culture openness and competence. The Human Resources Chief Diversity Officer actively engages staff to further behaviors, attitudes, and policies that support diversity, equity, and inclusion. The Human Resources Chief Diversity Officer will collaborate with The Executive Director to assess potential barriers and develop strategies to recruit and retain a diverse workforce. As well as collaborate with The Executive Director and Administrative Team to assess the need for, and recommend training initiatives on, cultural competency, gender differences, disability, sexual harassment, and other topics designed to increase awareness and support of equity and inclusion values and maintain compliance with applicable laws. The Human Resources Chief Diversity Officer will manage the Association's Workforce Analysis and oversee compliance with Affirmative Action, Equal Employment Opportunity, and other applicable requirements.
Required Qualifications:
- Bachelor's degree and experience relevant to the role; or Associate's degree and 2 years transferrable program/function experience.
- Experience in employee relations counseling, policy/procedure interpretation, managing recruitment, onboarding, promotion and separation, managing payroll, data/transaction oversight, and records management.
- Familiarity with Federal and State laws pertaining to human resources.
- Work well in a team setting and independently.
- Judgment, discretion, and confidentiality are critical to this position.
- Must be able to communicate effectively with different audiences.
- Must be able to work professionally and collegially with colleagues at the local Association level and Extension Administration.
- Ability to meet travel requirements associated with this position.
- Must have access to transportation to meet position responsibilities.
- Ability to work flexible hours, which may include evenings and weekends, as appropriate.
Preferred Qualifications:
- SHRM-CP or SHRM-SCP certification.
- Familiarity with CCE (Cornell Cooperative Extension) system.
- Demonstrated ability to communicate effectively through oral, written, and visual channels using traditional methods and electronic technology such as WebEx, Skype, and Zoom.
- Demonstrated ability to use recruiting and HRIS software.
- Ability to prioritize and balance time equitably across Associations.
- Familiarity/experience with CCE classification process, Kronos payroll, and data transaction oversight on Workday.
- Internal and external customer service experience.
Responsibilities/Essential Functions:
Administrative Responsibilities:
Direction - 40%
- With substantial initiative and discretion, plan for delegated and assigned administrative functions of an Association.
- Assess and develop local/regional plans and strategies for human resources goals, best practices, and training based on direct work with Extension Administration guidance and local/state/federal laws and regulations.
- Plan regional implementation strategies for human resources systems, such as Workday.
- Establish best-practice standards for human resources functions throughout Association.
- May assist with planning the overall administration of the Association.
- Provide input to the Association on human resource implications of financial strategies.
- Assist in planning the human resources communication strategy for CCE-SC.
- Establishes best practice standards for HR function throughout the CCE system and actively contributes to developing statewide HR best practices.
- Develop training materials to enhance the HR knowledge and expertise at CCE-SC.
- Collaborate with and assist other CCE Suffolk administrative units (i.e., Leadership Team, Finance, Equity, and Inclusion) to:
- develop operational efficiencies for the overall Association that also promote equity and inclusion
- develop a plan to address staff concerns that are identified through surveys and other sources
- plan for and develop staff training surrounding organizational effectiveness and equity and inclusion
- develop systems and procedures to ensure that programming is accessible and inclusive.
- develop systems and processes that ensure a welcome experience for all and ensure compliance with Affirmative Action
Management - 35%
- Manage, assess and develop HR Department employees in a collaborative and inclusive work environment
- Assist with guiding the delegated and assigned administrative functions; this will include moderately to highly complex generalist responsibilities, including policy interpretation, dispute resolution, compensation, classification, and employee relations activities, engaging Extension Administration HR as appropriate.
- Lead the implementation of HR strategies.
- Provide guidance, support, and training support to CCE-SC staff.
- Ensure that association leaders, supervisors, and staff are effectively aware of local, regional, or statewide HR expectations and compliance.
- Provide advice and consultation to Executive Director on a broad range of HR issues, including employee relations, performance management, recruitment, conflict resolutions, and labor law.
- Manage the utilization of systems and support Association with HRIS technologies.
- Reviews HR data and analysis to form observations, adjust operations and service to performance standards, and develops subsequent refinements and recommendations to shape ongoing improvements to support Association and statewide HR strategy.
- Partner with other members of the Leadership Team to recruit a diverse applicant pool, ensure a welcoming experience for all and ensure compliance with Affirmative Action.
- Manage in-house staff training surrounding organizational effectiveness and equity and inclusion topics.
- Support efforts to ensure that CCE Suffolk's programming is accessible and inclusive
Coordination/Operation - 20%
- With substantial initiative and discretion, perform a moderate amount of substantially complex tasks to support the administration of associations within the region.
- Learn, use, and assist with the implementation of sophisticated human resources software
- Conduct trainings as necessary for Association staff on HR topics or HRIS systems.
- Organize trainings as necessary for Association staff on HR topics or HRIS systems.
- Review and process Workday transaction approvals; communicate questions or clarifications to Associations; track and electronically file transaction forms.
- Prepare and post job requisitions for Associations; track candidates' applications and move them through the process as necessary.
- Review written communications and documents for Associations as requested; engage HROne or CCE Administration HR as needed to ensure compliance with legal standards.
- Orient and train staff on inclusive and standard operations-related procedures
- Prepare reports for CCE-SC Association and CCE HR Administration as needed.
Professional Improvement - 5%
- In cooperation with Supervisor and Executive Director, jointly develop and pursue a professional development plan to increase competencies relative to position accountabilities and address changes and Association priorities.
- Collaborate in activities that are in general support of Cornell Cooperative Extension and perform other duties as assigned.
