The Assistant Director of Human Resources is responsible for directing human resources operations for Facilities Management. Utilizing a hands-on, collaborative approach and decision-making process, this position assists in the development of HR strategies and implementation of human resources best practices in talent acquisition, employee/labor relations, professional development and engagement, compensation, and performance management.
Develop departmental human resources practices, guidelines and procedures; establish metrics, evaluate and revise as appropriate.
Effectively manage/oversee the recruitment, hiring and on-boarding processes for Facilities; which include staffing needs and position description analysis and development, advertising, interviewing processes, referencing, salary negotiation and offer letter preparation.
Responsible for developing and implementing protocols for searches and onboarding of managers and staff which includes the full employee experience.
Provide administrative management of labor union staff and work closely with managers, Labor Relations and CUIMC HR to effectively address labor issues.
Provide counsel, guidance and direction to employees and management on employee relations, conflict management, and performance management issues; conducting investigations and terminations, as appropriate.
Develop, evaluate and enhance departmental engagement programs including, orientation and onboarding program for new hires.
Work with department leadership and CUIMC HR in developing effective recruitment and retention strategies and programs including; talent sourcing strategies, competency models, career ladders, succession planning, climate/satisfaction surveys, recognition and engagement programs.
Conduct compensation reviews/analysis to ensure internal and market equity and work with departmental leadership in creating comprehensive compensation plans.
Conduct ongoing training needs analysis and lead departmental training programs to ensure staff and managers/supervisors are appropriately trained and knowledgeable of the policies and procedures impacting human resources, i.e. performance evaluations, compliance initiatives, hiring and termination. Develop and facilitate learning and development programs for new supervisors, managers and staff.
Oversee the process to request staff personnel changes, including new-hire, transfers, as well as benefits administration and requests for leaves of absence, workers compensation, unemployment and other related transactions; ensuring procedural efficiency while adhering to University policy.
Work with department finance to ensure all positions, vacancies and promotions/salary increases are implemented in alignment with the budget and in a fair and equitable fashion. Oversee annual performance review and salary roster process.
Responsible for ensuring timekeeping is accurately entered, approved, and transmitted in accordance with appropriate deadlines
Establishing system for tracking and communicating leave time accruals and balances for all staff.
Maintain department human resources reporting and tracking mechanisms, i.e. turnover analysis, overtime reporting, and ensure processes in place for accurate HR records management.
Acquire and maintain a thorough knowledge of University policies regarding wage and salary administration, employee benefits and human resources policies.
Ensure adherence to Local/State, Federal labor law and University compliance in employment practices.
Directly supervise exempt/non-exempt employee(s); ensure adequate HR coverage/support to provide exemplary customer service and perform annual evaluation of direct subordinate(s).

Education: Bachelor's degree in Human Resources or relevant field or equivalent in education and experience plus 5 years of experience. Master???s in business, human resources or related field and/or SHRM/HRCI certification preferred.
Experience: A minimum of five years??? progressive human resources experience with at least three years in an exempt level HR generalist/management role required. Previous management/supervisory experience required.
Knowledge/Skills/Abilities: Must possess a strong background and knowledge of employment/labor and wage and hour laws, human resources best practices, and proven recruitment ability. Superior consultative and communication skills with the ability to effectively interact with all levels of internal and external customers. Detail oriented, strong analytical and problem-solving skills. Able to meet strict deadlines in a high-volume, multi-tasking environment is essential. Working well under pressure and in delicate, highly emotional situations is necessary for success in this role. Must possess the ability to build and maintain relationships with other departments and management as well as staff, while maintaining the highest standards of confidentiality, professionalism and HR service delivery. Knowledge of compensation practices and University policies and procedures, preferred. Computer proficiency in Microsoft Word, Excel and PowerPoint. Experience with PeopleSoft preferred. Previous Columbia University experience desired.
