POSITION: Full-Time Human Resources/Payroll Assistant (Staff Assistant); Human Resources, Haverhill Campus (Lawrence Campus as needed); 37.5 hours per week; Non-Unit Professional Position
Summary: This position performs time sensitive diversified payroll duties, including union contractual salary adjustments including but not limited to: tenure, post tenure, new qualifying academic credentials, to ensure a smooth process when compensating employees using the state's Human Resources Compensation Management System (HR/CMS) including the self-service time and attendance (SSTA) tracking system while meeting crucial deadlines.
The Human Resources/Payroll Assistant is primarily responsible for the accuracy and approval of part-time, work-study, and adjunct faculty employees. Accurate computation and implementation of annual salary increases for faculty and professional staff according to the collective bargaining agreements. Verifying data entered through SSTA for compliance with federal and state laws, maintaining payroll records and providing exceptional customer service. Provide lead oversight and coordination for annual celebratory events, such as Service Recognition Awards, Holiday Celebration and new events to be determined. Acts as back up for Human Resources support services as needed. This position will be assigned other duties as requested by the Payroll Director and the Executive Director of HR.
Responsibilities include, but are not limited to:
Enter deductions into HR/CMS, Federal, State, and Medicare Taxes.
Terminate records and process retroactive payments as needed.
Enter new hire employee direct deposit banking information into HR/CMS.
Review reports to ensure accuracy of payroll and proper costing of payroll in LCM
Verify accuracy of hours on bi-weekly timesheets as well as SSTA hours.
Run audit reports through the SSTA system and contact departments with questions regarding missing data or approvals.
Enter timesheets and other payments such as deliverable-based payment authorizations into HR/CMS.
Weekly, verify Mobius reports, follow up and correct any issues.
Create and run access query reports and distribute to various departments.
Create Dyna Cash vouchers for employees missing hours on payroll.
When notified by an employee about a lost or stolen check, verify the status of the check with the State. Prepare letter requesting the Stop Payment to send to the Comptroller's Office. Forward re-issued check to the employee after receipt from the Comptroller's Office.
Complete unemployment, social security, and employment verifications.
Respond to employee inquiries and requests regarding various payroll matters.
Train employees on the entry to SSTA.
Serves as the primary payroll contact in the absence of the Payroll Director
Serve in Title IX hearing as advisor, as needed.
Prepare reports requested by the Payroll Director and the Executive Director of HR.
Provide documentation for the external auditors during the annual fiscal year- end audit.
Maintain all active and terminated employee payroll files.
Work closely with all departments to ensure accuracy of payroll information.
Calculate Salary adjustments per union contractual deadlines.
Assist in Human Resource functions as needed.
Process and reconcile all adjunct payroll transactions.
Enter union dues and agency fee deductions as requested by the union
Perform other duties as assigned.
This position has extensive contact with employees, Human Resources, Finance, and Departmental Supervisors and Managers. The HR/Payroll Assistant must establish and maintain harmonious working relationships with others by communicating effectively, succinctly and tactfully. This position may also have contact with other State Agencies, State Departments, and outside benefits vendors
Supervision Received: Payroll Director
Associate's Degree in Business Administration, Human Resources, or equivalent experience in related fields.
At least two (2) years of payroll or accounting experience.
Proficient in Excel and Knowledge of Access software programs.
Experience interpreting and understanding complex collective bargaining agreements/union contracts
Knowledge of Federal and Massachusetts State laws, rules and regulations governing payroll.
Knowledge of the practices and principles of payroll, including terminology.
Ability to analyze and determine the applicability of payroll data, to draw conclusions and to make appropriate recommendations.
Ability to meet critical deadlines.
Ability to exercise sound independent judgment.
Ability to exercise discretion in handling confidential information.
Ability to understand, apply and explain the laws, rules, regulations, policies, procedures, etc. governing payroll.
Ability to perform mathematical calculations using formulas to solve payroll problems.
Ability to gather information by examining records and documents and through questioning individuals.
Ability to maintain accurate records.
Ability to write concisely, to express thoughts clearly and to develop ideas in logical sequence.
Ability to work independently and in a team setting.
Knowledge of HR/CMS, Peoplesoft or other payroll software.
Bilingual fluency - English/Spanish.
Experience working with and supporting a culturally diverse population.

SALARY: Anticipated salary range is $48,000.00 - $57,000.00 annually with complete fringe benefit package including competitive health insurance, dental insurance, basic life insurance, long-term disability insurance, paid sick, vacation and personal leave, educational benefits for employee/spouse/dependents, and excellent retirement benefits.
