Columbia Basin College (“CBC” or the “College”) seeks a Human Resources Consultant 1 to perform a variety of first-level professional and confidential duties in support of payroll and compensation functions of the College's Human Resources Office. This position works independently in making decisions regarding payroll processes within established guidelines and resolves problems and/or inquiries, and initiates corrective action reporting to their immediate supervisor. This position reports to the Director for Compensation.

Respond to payroll/compensation, benefit and other first-level Human Resources inquiries from employees, upper-level management and the general public; evaluate the inquiries and respond with options, appropriate referral and may recommend a course of action;
Prepare annual appointment notices for classified staff and gather the pertinent information from appropriate administrators such as budget accounts;
Prepare appointment notices for classified staff promotions, demotions, transfers, allocations, and re-assignments, and provide the appropriate data to payroll for timely payments;
Process application materials for full-time employees, including new hire input and/or separation dates into the payroll system as they occur, and ensure the hiring process for classified staff;
Assist with Time Leave Reporting (TLR) training;
Maintain and evaluate payroll/compensation record keeping systems, databases, spreadsheets and use the payroll system screens and control tables for data entry;
Identify, prepare and verify payroll input accuracy and assist in corrective actions in all payroll/compensation discrepancies;
Interpret, explain and apply the institutional administrative policies and other Human Resources rules, policies, regulations and/or procedures;
Respond to inquiries and resolve problems in areas such as; leave administration for faculty, exempt, classified and adjunct faculty;
Maintain personnel and payroll/compensation records; calculate salary and benefit costs; investigate and correct errors to ensure compliance with established payroll procedures and other state and federal labor laws, guidelines or policies;
Manually calculate and generate hand drawn payroll checks as needed;

Review the College's leave management submissions and reports; accountable for approved leave accounting payroll system input, assist with the processing of leave accruals, the management of shared leave, sick leave, vacation and worker's compensation buyback program in accordance with the College's collective bargaining agreements, Office of Financial Management guidelines and state and federal regulations: ensure the proper posting to payroll of annual sick leave buyout, vacation and/or sick leave or VEBA buyout at retirement;
Assist with the annual completion of W-2 processing and continue to assist with providing duplicate copies of W-2's as requested; assist with locating payroll/compensation records as needed for public records requests and comply with retention of payroll records;
Maintain the represented staff seniority list, keeping it up-to-date;
Assist with the coordination and maintenance input in the payroll system and maintain local control table update as needed or as provided by State Board for Community Technical Colleges (SBCTC); stay informed of other new developments of the payroll systems;
Establish and maintain electronic and/or manual file systems or database files for Human Resources documents and/or reports as required;
Assist with archiving of Human Resources files and/or records and track for destruction process in compliance with the state retention guidelines; and
May assist in gathering information or records for surveys, State Board requests, labor relations, discovery and/or public records request as needed.
Perform related duties as required.
Bachelor's degree from an institutionally accredited college or university; and
One (1) year of experience in human resources or related setting that included payroll and bookkeeping duties/responsibilities.
Understanding of payroll and payroll tax laws;
Advanced computer skills in the use of Microsoft Office products, Computerized HP-UNIX Systems; and
Knowledge of bookkeeping and/or accounting procedures and strong math skills.
