Job Description: Thomas Nelson Community College is a two-year institution of higher education established as a part of a statewide system of community colleges. It primarily serves the residents of the cities of Hampton, Newport News, Poquoson, and Williamsburg, and the counties of James City and York.
Thomas Nelson Community College (Thomas Nelson) is located on the Virginia Peninsula in the heart of Hampton Roads, a region renowned for being the birthplace of America and home to communities rich in culture and industry. Bordering the Chesapeake Bay, the region boasts beaches, major attractions, world-class museums, and a vibrant visual and performing arts scene. The area is known for its economic vitality, which includes being home to several military bases, ship-building facilities, the NASA Langley Research Center and Jefferson Lab, prominent colleges and universities, and varied commercial industries and enterprises.
Thomas Nelson is a comprehensive community college, offering a variety of programs of study leading to an associate degree, certificate, or career studies certificate. In addition to the many popular transfer degree programs, the college is known for its strong technical and pre-professional programs and its outreach to the community as a partner and leader in workforce development. The college also provides underprepared students with developmental studies to help them to be successful in college-level coursework. Founded in 1967, Thomas Nelson serves over 13,000 students each year in credit instruction and over 5,000 in non-credit instruction and workforce services. The College is served by over 110 fulltime faculty, 350 adjunct faculty, and 360 staff members. Faculty and staff are strategic and responsive, committed to understanding and meeting the needs of the region.
The college has two campuses, one in Hampton and the Historic Triangle Campus located in Williamsburg. The college also has a satellite site at the Southeast Higher Education Center in Newport News. The communities primarily served by the college are the Cities of Hampton, Newport News, Poquoson, and Williamsburg, and the Counties of James City and York.
The Position: The Associate Vice President for Human Resources and Organizational Development reports to the College President and provides strategic leadership and operational oversight for the Human Resources department and all aspects of the College’s organizational development, employee professional development and training, workforce analysis, employee engagement and recognition, performance management, and employee on-boarding programs and services.
The Associate Vice President ensures compliance with all federal, state, local laws and regulations, and Virginia Community College System policies and procedures. The Associate Vice President has broad responsibility for developing and reviewing policies and procedures that promote the college’s strategic plan and fosters the development of an innovative workforce. The Associate Vice President serves as an active member of the President’s Cabinet.
Key areas directed and responsible for include: succession planning, recruitment and talent management, change management, organizational and performance management, training and development, classification and compensation, benefits administration, organizational development, performance management including performance evaluation, employee relations, communications, training, professional development, equal opportunity, emergency and crisis management, supervising staff, payroll, budget management, and employee records.
Functions as the subject matter expert and strategic advisor to the executive and senior management regarding all personnel, organizational and management issues.
Manages and coordinates organization-wide efforts to ensure that performance management, employee engagement, and quality improvement programs are developed and managed using a data-driven focus that sets priorities for improvements aligned to ongoing strategic imperatives.
Evaluates current organizational capacity, prioritizes partnership opportunities, and identify necessary talent to grow capacity over time.
Establishes and implements efforts that effectively communicate and support the College’s operations, objectives, mission, and strategic vision.
Develops and maintains effective programs for workforce retention, promotion, and succession planning, improve team effectiveness, systems thinking, personal mastery, employee engagement and continuous improvement.
Implements and leads a quality improvement process throughout the agency, focusing on operational systems improvement. Promotes regular and ongoing opportunities for all staff to give feedback on program operations.
Collaborates with other members of the executive and senior management teams to assess activities across the organization to determine the greatest opportunities for process change resulting in streamlining of operations.
In conjunction with College leaders, promotes desired organizational culture, which includes equity, diversity, inclusion, a healthy work environment, respect, transparency, and a consistent commitment to best practices.
Ensures process improvement initiatives are understood, communicated, and executed throughout the organization.
Identifies tools, processes, and systems that will enhance organizational growth and efficiency.
Develops and implements retention plans to meet the human capital needs of strategic goals.
Actively engages, coaches and trains College leaders in team effectiveness process including assessments and the design and implementation of leadership development programs.
Serves as the consultative manager of Human Resource and Organizational Design, providing guidance on Human Resources policies, practices, opportunities, and direction.
Ensures compliance with all institutional and system policies, state and federal laws and regulations.
Provides oversight to Human Resources analyst who serves as Title IX Deputy Coordinator for employees and Threat Assessment Committee member.
Provides supervision and oversight of Human Resources staff.
Manages budgets and monitors expenditures for the department.
In conjunction with other College officials, ensures a safe and secure environment for all members of the College community.
Assumes primary responsibility for select projects and initiatives as directed by the College President.
KSA’s/Required Qualifications: The successful candidate will possess the following qualifications:
Servant-leader with extensive experience in progressive leadership in human resources and organizational strategy and development is required, preferably in an educational, public, or non-profit setting.
Several years of experience with supervising, managing, or leading and developing staff and managing a department, or enterprise is required.
Demonstrated commitment to equity, diversity, and inclusion.
A Master’s Degree is required, preferably in Human Resources Management, Public Administration, Higher Education Administration, Business Administration, or a related field.
Well-developed analytical skills with an ability to synthesize complex information and apply it to strategic initiatives.
Must be well-versed in Human Resources-related federal and state employment laws and practices.
Demonstrated ability to increase productivity through championing a high-performance culture and continuous improvement.
Knowledge of the effective use of technology and ability to leverage for effectiveness.
Ability to prepare and monitor department budgets.
Excellent oral, written, interpersonal, negotiation, analytical, presentation, and communication skills.
Excellent employee relations skills, to include knowledge of current mediation best practices.
Ability to work cooperatively with multiple constituencies, both internally and externally.
A terminal degree in Human Resources Management, Public Administration, Higher Education Administration, Business Administration, or a related field.
Human Resources certifications (e.g., Society for Human Resource Management – SHRM CP or SCP, Professional in Human Resources – PHR, Senior Professional in Human Resources – SPHR, Compensation Professional – CCP®, Benefits Professional – CBP®, etc.
Proven understanding of process implementation and outcomes measurement.
Familiarity with best practices and innovative strategies in community colleges.
Experience working with diverse groups and populations and a commitment to building cultural competence across the College.
Commitment to teamwork and proactively fostering a collegial work environment.
Demonstrated personal drive and sense of urgency; delivers on results despite obstacles.
