The HR Operations Associate - Payroll and Student Employment is responsible for supporting the objectives of the organization and the needs of employees and management by providing value-added service and HR support to assigned constituents to include entering and verifying information within the IC HR Cloud, maintaining appropriate documentation and monitoring of personnel records, policies, and procedures, and responding to inquiries from department users concerning HR processes. Assist with the processing and reconciliation of all College payrolls to include processing of W-2 information, file transfers, preparation of tax and other payroll reports; review and process student employment transactions to include hire, add assignment, end assignment, and termination, as well as serve as lead for the Time and Labor module in IC HR Cloud.
Review and process student employment transactions to include hire, add assignment, end assignment, and termination. Process all student assignment and job changes to include changes to organizational structures, job title, job classification, working hours, and schedule. Ensure accuracy of student employment data transactions and make corrections as needed. Verify and update costing as needed.
Serve as lead for the Time and Labor module in IC HR Cloud. Prepare and publish documentation. Ensure online time entries are entered correctly. Participate in system testing, modifications, and maintenance relative to payroll, student employment, and the time and labor module. Conduct quarterly patch testing.
Maintain student employment records, obtain information and appropriate documentation for completion of form I-9 within BCIS, Bureau of Citizenship and Immigration Service, stated time requirement. Maintain student employee I-9 files in accordance with BCIS regulations.
Collaborate with HR Business Partners to ensure the College is registered as an employer in states where employees are working prior to work commencing. Complete necessary paperwork to become registered and process payment of non-New York taxes as directed by the Payroll Director. Ensure non-NY state taxes are withheld appropriately.
Collaborate with non-US Citizens to ensure proper documentation regarding taxation and payroll issues. Process and address FICA updates.
Monitor student wages, utilize a variety of reports to identify exception processing and take appropriate action to resolve discrepancies, update student payroll and monitor and reconcile individual student earnings as necessary. Prepare analyses reflecting student employment activities and statistical data.
Assist with the processing and reconciliation of all College payrolls to include processing of W-2 information, file transfers, preparation of tax and other payroll reports. Maintain an understanding of all payroll policies and procedures and ensure compliance with federal, state, and international payroll-related legislation and reporting requirements.
Assist in monitoring, reviewing, and verifying payroll workflows for accuracy to ensure that all data fields are properly updated in time to affect accurate payrolls. Participate in the resolution of time and pay issues in advance of payroll runs.
Receive, verify, and process involuntary deductions and make the appropriate payments or journal entries to include child support and other garnishment orders from various federal, state and local agencies. Process miscellaneous voluntary deductions such as union dues, meal plans, gifts, donations, and tuition payments.
Serve as back up to the Payroll Director in the preparation and transmission of deposits, payment of federal and state taxes, retirement contributions, and other vendor files and data. Prepare quarterly and annual state tax returns for multi-states, submit W-2 tax information to the Social Security Administration, and prepare and send non-New York taxes on a monthly basis. Resolve problems with these constituencies in cooperation with appropriate staff within the Office of Human Resources.
Review and approve payments for qualified moving expense reimbursement. Ensure proper documentation and appropriate processing and reporting.
Serve as a resource for HR Business Partners; communicate information regarding details and clarification of established student employment policies and programs, eligibility requirements, and payment process; maintain an online orientation program for incoming student regarding Student Employment programs. Provide assistance in the resolution of problems or concerns regarding payroll and student employment issues.

Coordinate, plan, and implement the annual student employee of the year recognition and student employment appreciation luncheon. Provide support for special projects sponsored by the Office of Human Resources and participate in other campus events regarding student employment programs as directed.
Administer the Community Service component of the Federal Work-study Program to include identifying employment opportunities within the community. Develop and maintain community relationships to include contractual management and providing assistance to off-campus supervisors. Responsible for the screening, interviewing and referral of community service eligible student applicants. Serve as liaison with Student Financial Services regarding federal work study programs.
Document all payroll and student employment processes and maintain the payroll and student employment websites. Ensure payroll and student employment policies are updated in the policy manual.
Respond to requests for verification of employment for all employees; complete authorized request forms regarding earnings or other employee information.
Respond to various information report requests from departments regarding payroll and student employment activities.
Serve as a member of the Student Employment Enhancement (SEE) Committee.
Serve as back up to other HR Operations Associates.
Required Qualifications: Associates degree and 2 years related experience or the equivalent combination of education and experience. Understanding of human resource disciplines, payroll processing or payroll services, and payroll related federal and state regulations. Excellent verbal and written communication skills. Excellent interpersonal and customer service skills. Excellent organizational skills and attention to detail. Excellent time management skills with a proven ability to meet deadlines. Strong analytical and problem-solving skills.
