Responsible for processing all leaves of absence transactions to include NYS disability, short-term disability (STD), family medical leave (FMLA), paid family leave (PFL), workers’ compensation, long-term disability (LTD), military leave, as well as all other medical and non-medical paid and unpaid leaves of absences. Develop and maintain an understanding of College benefit programs and procedures, complete benefit transactions to include data entry of benefit record changes, and collaborate with HR Business Partners regarding benefit programs and procedures inquiries, and serve as lead for the absence and benefits modules in IC HR Cloud.
Process all leaves of absence transactions to include NYS disability, short-term disability (STD), family medical leave (FMLA), paid family leave (PFL), workers’ compensation, long-term disability (LTD), military leave, as well as all other medical and non-medical paid and unpaid leaves of absences. Serve as the subject matter expert on these leave of absence programs and related policies and procedures. Troubleshoot issues, conduct research, and translate provision requirements. Ensure compliance with rules and regulations, ensure eligibility requirements are met, and educate HR Business Partners on policies/procedures in order to minimize College risk from issues of non-compliance.
Serve as lead for the absence and benefits modules in IC HR Cloud. Prepare and publish documentation. Ensure transactions are entered properly prior to payroll runs. Participate in system testing, modifications, and maintenance relative to absence and benefits modules. Conduct quarterly patch testing.
Work in collaboration with HR Business Partners to process faculty and staff medical and non-medical leave of absences, process claims and follow through, process payroll related information, and act as liaison between third party providers and the HR Business Partner. Track suspended balances and recoup funds as appropriate. Process system changes to employee status.
Work in collaboration with HR Business Partners and develop communications for HR Business Partners to counsel employees on their rights and responsibilities for Workers’ Compensation, Long-term Disability, Short-term disability, FMLA, ADA, and other programs. Coordinate and approve FMLA leaves.
Develop and maintain an understanding of benefit programs and procedures. Complete benefit transactions as needed to include data entry of benefit record changes. Respond to HR Business Partner inquiries regarding benefit programs and procedures.
Work in collaboration with HR Business Partners to complete dependent eligibility and student status verifications, receive proof of previous coverage for retirement plan and/or LTD coverage, and secure proof of qualified life status changes. Ensure accuracy and timeliness of benefit transactions to include data entry of benefit record changes.
Work in collaboration with payroll to ensure integration of paid time away benefits with STD programs and workers’ compensation to calculate payment amounts.
Coordinate and monitor the College’s COBRA-Consolidated Omnibus Budget Reconciliation Act program and ensure overall compliance with regulations. Work with Payflex to ensure the accuracy and timeliness of COBRA notification to qualified beneficiaries and resolve issues. Maintain procedural documentation.
Monitor life events, run and review reports on a regular basis to ensure employees are enrolled in eligible programs. Understand the implications of life events and how they impact payroll. After payroll is complete, run files, review and compare to payroll activity report. Transmit benefit and retirement data to third party administrators on a per payroll and monthly basis. Run reports and update enrollments when eligibility changes for the employee, and/or their dependents as well as retirees and former employees on long-term disability.

Coordinate, plan, and implement the annual employee recognition luncheon and benefits fair. Provide support for special projects sponsored by the Office of Human Resources and participate in other campus events regarding student employment programs as directed.
Provide assistance and serve as primary back-up for monitoring and reconciling the benefits budget and processing of financial transactions.
Serve as backup to other HR Operations Associates.
Work closely with Director of Health & Wellness and Director of Benefit Compliance & HRIS on the annual benefit enrollment process. This includes assistance with testing plan set ups, updating IRS maximums, troubleshooting basic issues that employees encounter, and assisting with the development of communication surrounding the process and after re-enrollment is closed, assisting with validating enrollments and correcting incorrect enrollments.
Work closely with Director of Health & Wellness and Director of Benefit Compliance & HRIS on annual census reports for benefit providers. Specifically, reviewing of reports and transmission of data to the providers in a timely manner.
Document all leave and benefit processes and maintain the benefits website. Ensure leave and benefit policies are updated in the policy manual.
Position/Job Qualifications: Associate's degree and a minimum of 2 years’ experience in human resources or related field or the equivalent combination of education and experience; demonstrated knowledge and experience with leave of absence programs and policy administration to include workers compensation and short-term and long-term disabililty; understanding of employment laws including FMLA and ADA; good attention to detail, strong interpersonal and communication skills and the ability to effectively work and interact respectfully within a diverse and inclusive environment; ability to manage multiple tasks simultaneously and process confidential and sensitive data and information are required.
Work Environment: Most of the work of the incumbent is carried out within a generally accessible, safe, indoor environment. The incumbent will be required to use a personal computer and associated equipment as well as other office equipment used in the day-to-day operations. The incumbent may need to deliver various correspondences or other informational materials on campus requiring the ability to walk or drive or make other travel arrangements.
