Reporting to the President, the Chief Human Resources & Talent Development Officer provides strategic Human Resources and Talent Development leadership for the College. Responsible for developing and implementing talent development plans consistent with the College's Strategic Plan, Board of Higher Education requirements and State/Federal laws, rules and regulations. Responsible for providing guidance and leadership for staff leadership development, organizational/structural management, organizational effectiveness, NSCC strategic plan and HR strategies in support of overall strategic direction. Acts as primary strategic advisor to the President and VPs to effectively manage institutional staffing patterns, job evaluation/classification system, compensation structures, performance appraisal system, benefits programs, collective bargaining agreements and personnel budget position control. Develops and maintains a culture of innovation, collaboration, effective communication, and training programs, establishing the College as the employer of choice for a diverse workforce.
DUTIES & RESPONSIBILITIES:
Contributes to a culture of innovation, caring, and collaboration by leading talent development and implementing personnel policies in a manner that supports the mission of student success and the well-being of the college's employees.
A strategic advisor to the President (and Vice Presidents) for alignment of talent development, succession planning and organizational structure.
Serves as the member of the President's executive team (Cabinet) to ensure HR strategies, perspectives and trends are an institutional priority and are consistent with the College's Strategic plan.
Executive level leadership on the administration of collective bargaining agreements, labor/management issues, serves as President's designee in grievance and reallocation hearings and legal issues.
Plans and directs the College's HR/Payroll functions to ensure compliant/alignment of human resource strategies, best practices, and implementing long term strategic talent management initiatives.
Lead all of human resources activities at the College including: recruitment, performance management, employee relations, talent development, employee engagement, payroll administration, benefits, compensation, training.
Lead efforts to maximize organizational effectiveness through the facilitation of organizational development initiatives and recommend the best utilization of College resources.
Provide leadership in the development and administration of human resource policies and programs to support college initiatives.
In Conjunction with the Chief Diversity Officer, provide support for the National Coalition Building Institute activities and programs.
Ensures compliance with all federal and state statutes relative to employment/payroll issues.
Serves as internal consultant to management team, supervisors and employees on personnel issues and provides final recommendation of course of action to the President.
Oversees the development of training program to enhance professional development of all employees, including mandated training, technical training, supervisory, diversity training.
Reviews NECHE standards relating to Human Resources, organizational change and Ethics issues, and monitors institutional progress. Provides appropriate input for statistical reports and self-study documents.
Other duties as assigned.
SALARY: Salary will be commensurate with education and experience.

Master's degree in related field with a minimum of ten years' experience in increasingly responsible management positions including senior human resources responsibility. Demonstrated expertise and experience across all HR functional areas including human resources, payroll, staff development, planning, union and fiscal management, or the equivalent combination of education and experience; preferably in a higher education setting.
Minimum of 5 years supervisory experience
Experience executing change management, leadership development initiatives, and diversity activities.
Demonstrated success in applying "best practice" strategies in a complex organization.
Proven ability to interact successfully and positively with all members of the college community including students, staff, supervisors, managers, trustees, community partners, state offices and the general public.
Demonstrated success in achieving change through persuasion and collaboration.
Proficiency in technical issues including knowledge of federal and state employment regulations, and labor and employee relations including contract implementation and interpretation.
Open and inclusive communication style and the highest level of integrity, judgment and discretion are essential, as well as strong leadership, influencing, analytical and adaptability skills.
Demonstrated commitment to diversity planning, implementation, support and training as well as coalition building within a multi-campus organization.
Demonstrated experience with automated payroll/human resource systems. Familiarity with HR/CMS system preferred.
Ability to manage a multi-faceted department made up of both professional and support personnel.
Superior oral and written communication skills
Successful experience interacting with culturally diverse populations.
