The Contra Costa Youth Services Bureau (Bureau) seeks a part-time Human Resources Manager to perform complex work in planning, organizing and managing the Bureau’s human resources systems and programs. The Human Resources Manager is responsible for setting, enforcing, and evaluating legally compliant human resources policies, procedures, and best practices, and identifying and implementing long-range strategic talent management goals.
THE AGENCY AND THE POSITION
The Contra Costa Youth Service Bureau is a community-based non-profit organization in the western region of Contra Costa County providing quality programs to aid eligible children, youth, and families since 1984. Our services focus on helping a wide spectrum of needs from aiding children with mental health disabilities to youths transitioning out of probation. We target community-focused care for those working to maintain stability and growth for juveniles who have suffered all types of disadvantages. As a family service provider, we have been on the cutting edge of service provision to unidentified and underserved populations since our inception.
Reporting to the Executive Director, the Human Resources Manager is responsible for performing professional human resources management work assisting, developing and maintaining a program that includes recruitment/staffing, workforce planning, training and development, screening process development and administration, employee selection, position classification, performance evaluations, affirmative action, disciplinary and grievance procedures, policy development and employee relations, and other related duties. The job involves day-to-day human resources activities, as well as long-term planning, policy recommendations, and policy implementation in human resources.
The ideal candidate is a solution-oriented professional who will have demonstrated increasingly responsible experience across a variety of human resources functions. The Bureau is looking for a candidate that works independently, can act as an advisor to the Executive Director, is a strong multi-tasker and has a passion for serving our community. EXAMPLES OF DUTIES
NOTE: The following are the duties performed by employees in this position. However, employees may perform other related duties at an equivalent level.
Develops class concepts based on job studies, prepares complete job specifications, and recommends the adoption or revision of job specifications.
Gathers, tabulates, and analyzes salary data required to maintain or revise the compensation plan; makes studies of internal class relationships for compensation purposes; advises management on the merits of requests for salary increases and prepares recommendations on salaries and related compensation matters.
Prepares recruitment plans, job announcements and other material for publicizing job opportunities. Reviews applications, selects candidates to interview, conducts oral interviews and performance tests; analyzes and interprets test results; rates training and experience qualifications and scores; provides technical advice to Bureau personnel about exam processes and procedures and advises department managers about the selection and placement of employees.
Conducts research into operational problems; evaluates current personnel policies and procedures; develops new personnel policies and procedures, as needed; prepares a variety of memoranda and reports and analyses and makes recommendations.
Acts as liaison with a variety of outside agencies on human resource-related matters such as unemployment insurance, workers’ compensation, occupational health and safety, retirement, disability placements, etc.; may coordinate witnesses and testimony for hearings and attend such hearings; may represent the department at meetings with other Bureau representatives.
May supervise multidisciplinary professional and support staff involved in human resources/ payroll activities in the Bureau; supervises the maintenance of employee records.
Investigates, gathers data and reports on proposed disciplinary actions and employee grievances and advises management on appropriate action; conducts exit interviews.
May act as Equal Employment Opportunity (EEO) Officer for the Bureau; compiles statistics, assists in the preparation of and monitors the EEO plan and other plans as required; investigates complaints and gathers information for the Executive Director and/or for a compliance agency.
Coordinates and investigates requests for reasonable accommodations and temporary modified assignments, gathering information, compiling statistics, auditing vacant positions, conducting job analyses; acts as liaison with medical providers.
Plans, organizes, and conducts training programs; performs needs analyses; arranges for training courses with outside vendors; reviews requests for training; maintains records of training activities; may manage a training budget.

Ideally, the equivalent of three years of progressively responsible full-time professional level human resources management experience, and
Possession of a bachelor's degree in a relevant field from an accredited college or university, and/or
An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
Current technical/professional knowledge of complex principles, methods, standards and techniques, such as compensation analysis, workforce planning, training and development, recruitment/staffing, employee relations, requiring the use of the knowledge and competencies described above.
